Job Responsibilities:
The Trace Systems Information Solutions Group is actively recruiting for an Intelligence Systems Senior Program Manager to lead the capture and execution of large opportunities across the Department of Defense. This position will be based in Fairfax, VA.

The Intelligence Systems Senior Program Manager is responsible for the capture leadership of assigned opportunities in support of the ISG growth strategy. The Intelligence Systems Senior Program Manager must thrive in an environment where they are responsible for the management and execution of the full BD life-cycle process across multiple simultaneous pursuits and proposals.

Successful candidates will have the ability to conceptualize a vision for winning, to develop a capture plan that implements the vision and translates into win themes, to adjust the vision as opportunities unfold, and to focus and manage the capture activities and team (internal and external) to achieve the vision through final proposal submission and preparing execution teams to perform quickly post-award.

Duties include:

Develop a plan for securing knowledge and understanding of the customer's requirements, issues, and needs during the capture phases and lead planning sessions with core team
Strategize on win themes aligned with customer's critical needs
Coordinate meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, acquisition timing, and contract vehicle choices
Plan and participate in capture activities, to include opportunity gate reviews, black hat sessions, collaboration and workshop sessions, proposal reviews
Lead competitive assessments, teaming, and price-to-win efforts.
Lead the development and submission of white papers, RFI responses, and other proposal artifacts as assigned
Apply capture planning processes and best practices consistently
Brief capture status to senior management, to the CEO level when appropriate, at specified milestones in the capture process, when material changes occur and as needed
Support other business development activities as assigned
Conduct after-action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions
Mentor other program managers and rotational program staff in the capture management process
Develop capture budgets and execute capture plans within those approved budgets
Uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program, subcontractor, and material plans, and business plans that achieve overall current and long-term objectives of the program
Leads the establishment of and sets integrated WBS-based budget and schedule baselines including management reserve for programs that are complex in nature, high value, with a new customer, or in a new market area
Monitors work accomplished to baseline plans to ensure rate of work completion is sufficient to meet program schedules
Balances program risks and opportunities with executable strategies to meet technical requirements and budgets
Manages people who lead cross-functional program teams in matrix organization that are focused on the delivery of technical and operational solutions from design to release for customers
Works with the engineering and operations program leadership to ensure appropriate alignment of resources to attain product/project goals
Conducts reviews to drill down into issues on programs, identify issues, develop corrective actions, and communicate issues, impacts and corrective actions to program teams
Responsible for maximizing profit and cash flow of programs
Leads team to identify and quantify risks and opportunities and risk mitigation / opportunity capture activities
Decouples risk items from mainstream program to the greatest extent possible
Prepares and presents program status to leadership and external customers
Interfaces with customers on programmatic matters
Identifies potential subcontractors for program elements
Identifies scope changes and develops program positions for equitable cost and schedule adjustments
Develops and executes proposal plans and strategies
Develops customer relationships and develops new business within the market/program
Creates an environment that fosters professional growth for team members
Follows processes and operational policies in selecting methods and techniques for obtaining solutions
Recommends changes to policies and establishes procedures that affect immediate organization(s)
Performs other duties as required
Minimum Qualifications:
Position requires a miniimum of Fifteen (15) years of direct experience in the last 20 years
Experience working with the SAF/AA CDM executive leadership and Coalition Partner stakeholders
Direct Government experience with Air Force Acquisition or BICES Program Management
Experience with application of USDI Policy and Constraints for information sharing
Understanding of BICES architecture, technology innovation within DoD, including Cloud, DevSecOps, Data Tagging, Artificial Intelligence and D2IE framework
Understanding of Cross Domain policies and architectural applications
Leadership skills to develop, organize and execute significant capture activities, including building industry teams, assessing win probability, and executing customer call plans to shape acquisitions, in order to respond to and win business with new and existing customers
Experience leading teams in a virtual environment; ability to work through others, and get results from teams that do not report directly to you
Technical writing and proposal development experience
An ability to relate concepts and plans to their financial outcomes and clearly demonstrate an understanding of corporate indirect rates and LOE/BOE development
Strong verbal communication skills and experience briefing executives
Outstanding relationship management
Active, in-scope US Government issued Top Secret clearance with the ability to obtain SCI eligibility
Due to the nature of the work and contract requirements, US Citizenship is required.

Desired Qualifications:
ITIL Certification
PMP or DAWIA Certification
CISM or CISSP Certification
Advanced degree in a relevant discipline (e.g. Computer Science, Computer Information Systems, Network Engineering, Math). With at least 18 years of general experience of which 15 years is directly related experience, an advanced degree is not required.
