Senior Supply Chain Manager (Assurance)



Sellafield Limited (SL) has identified the need for project and program management support to deliver 17 major construction projects associated with developing the infrastructure required for the reprocessing and making safe of nuclear waste material. CAPEX for the 20 year program is estimated at $6.5billion. The support SL requires is being procured through the selection of 4 Program and Project Partners (PPP) to form an integrated team for the 20 year programme duration. The PPP partnership will be comprised of: Integration (Lot 1), Engineering & Design (Lot 2), Civil Construction (Lot 3), Process Construction (Lot 4), and Sellafield. Each Partner has defined scope responsibility, and combined responsibility for delivering the Major Projects on time and budget.

To supplement its capacity in the delivery of projects and programmes, Sellafield Ltd (SL) sources Commercial and Project Controls services from a number of existing suppliers. In order to manage the provision of these services to the SL business in an effective and efficient way, SL took the strategic decision for this capability to be provided through the Project and Programme Partners (PPP) and included this within the scope of the PPP Lot 1 contract leading to the formation of the Project Controls and Commercial Services (PCCS) workstream. The aim being that the PPP Lot 1 Integration Partner will support the enhancement of this capability within Sellafield over the 20 years of the PPP.

Managing the development and implementation of procurement activities, policies and processes, and converting the strategic business direction into realised procurement strategies and initiatives, the Senior Supply Chain Manager (Assurance) will be responsible for identifying and delivering programme-wide assurance, quality and consistency initiatives across the PPP supply chain programme. The role will require the successful candidate to be responsible for all aspects of assurance, analytics, reporting, supply chain performance monitoring and quality of supply chain activities across the centralised PPP Supply Chain Services and Project Procurement teams, delivered through a small team of centrally based supply chain professionals.

Core Responsibilities

The role will require the successful candidate to develop the strategy to deliver all assurance related supply chain initiatives across PPP. This translates to building and developing the team, delivering initiatives and contributing to strategic direction of the overall supply chain function. The specifics of the role are as follows:

Strategy and Performance Management:

  • Contribute to the development and implementation of the Supply Chain Strategy, cascading it to acquisition plans and deliverables.
  • Establishment and management of key supply chain KPI systems and data gathering.

Day-to-day Management:

  • Manage the day-to-day operations of PPP Services supply chain assurance function, providing guidance on all aspects of supply chain assurance, analytics, reporting, supply chain performance monitoring and quality of supply chain activities across the centralised PPP Supply Chain Services and Project Procurement teams.

Vendor Management:

  • Establish a centralised vendor registration portal and publicise opportunities
  • Identify, establish and manage supplier relationship management activities
  • Develop a centralised vendor prequalification capability
  • Monitor and report on supplier performance and facilitate regular performance reviews with stakeholders in order to assess value and quality of supplier services / products and inform decision-making on future collaborations.
  • Maintain and regularly update qualified business suppliers’ database, in line with PPP business needs, to ensure data on suppliers is easily stored, accessed and retrieved.

Data Analytics & Reporting:

  • Establish, implement and manage a central data analytics function
  • Identify key supply chain trends and develop mitigation / improvement strategies
  • Develop and regularly publish executive and functional reports

Quality Assurance:

  • Maintain and regularly review supply chain policies, procedures, processes and templates.
  • Ensure supply chain function compliance with PPP procedures within PPP Supply Chain Services and Project Procurement teams.

Relationship Management:

  • Establish and maintain productive relationships with key stakeholders to ensure engagement in all activities and support for procurement strategy.

Policies and Procedures:

  • Contribute to the development and implementation of the procurement function policies, processes and procedures to ensure fulfilment of legislative / procedure requirements and alignment to operations.

Subordinates Supervision:

  • Supervise the activities of subordinates to ensure that all work within procurement function is carried out in an efficient manner and in compliance with the set policies, processes and procedures.
  • Identify procurement staff development opportunities and assist in establishing an annual staff development plan.

EHQS (Environment, Health, Quality and Safety):

  • Comply with all relevant environment, health, quality and safety procedures to ensure a healthy and safe work environment.

Continuous Improvement:

  • Stimulate subordinates and contribute to the identification of opportunities for continuous improvement of procurement processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement.

Ad-hoc Requests:

  • Perform any other related duties or assignments as directed.
