Description

SAIC is seeking a Systems Engineer (Project Engineer) to serve as a Project Engineer on a multi-year contract supporting our Joint Staff J6 government customer.

 

Position Description: 

The C5AD Project Engineer performs Project Engineering activities and coordination for Information Technology services including planning, data collection, and reporting phases of assessment or demonstration project events, in support of the Deputy Director, C4 and Cyber Integration (DDC5I) C5 Assessments Division (C5AD) mission and Persistent C5 Environment (PC5E).

 

General Duties:

  • Exercise technical project management skills such as defining engineering resource requirements for systems and network integration, architecting system interface, supporting validation and verification, monitoring and analyzing system and network performance
  • Coordinate between the assessment team analysts and engineering resources
  • Understand project objectives and timeline; communicate progress, issues, and results
  • Conduct technical coordination meetings with functional team members to communicate project requirements, brainstorm technical solutions, and coordinate task assignments
  • Develop project resource estimates using basic project management techniques to comprise functional team labor hours, travel, materiel procurements (hardware, software, and/or maintenance), and miscellaneous costs
  • Develop project execution schedule to comprise planning, build, event execution, and tear-down tasks; use basic project management techniques to backward-plan task accomplishment according to intermediate milestones and overall deadlines
  • Employ typical project management tools and theory to efficiently accomplish project objectives (e.g., labor estimates, task analysis, task duration estimates, schedule deconfliction, customer communications, team leadership, plans of action and milestones, risk mitigation, lessons learned, etc.)
  • Lead a team of technical subject matter experts (e.g., network engineer, system administrator, database administrator, computer network defense, cybersecurity) in support of overall project objectives; function as technical advisor and liaison to project leadership
  • Ensure the logical and systematic conversion of project requirements into total systems solutions that acknowledge technical, schedule, and cost constraints
  • Execute lab-based demonstrations and events by coordinating with participants and operating the as-built network environment
  • Occasionally travels in support of network events


Qualifications

Required Education: 

  • Bachelor’s Degree in a Computer Science or related technical discipline, or the equivalent combination of education, technical certifications or training, or work experience.

 

Required Qualifications:

  • Educational equivalency for this position is defined as at least eight (8) years’ experience in the analysis of large-scale systems design and management.
  • Must meet at least two of the following and experience must have been obtained within the past five (5) years:

§  Must demonstrate the capability of independent project work and possess as a minimum three (3) years of systems/project engineering/project management experience.

§  Demonstrated experience with state-of-the art data processing and telecommunication systems (less than two years old) analysis and design of advanced technologies.

§  Five (5) years’ experience in the application of computer models and simulations used for operational planning.

Clearance

  •           Active Secret security clearance and be eligible for Top Secret


Desired Skills

  • Expert knowledge of Microsoft Office products, including Project, and Visio
  • System administrator, networking, and or information security experience
  • Working knowledge of WAN/LAN networks and the equipment involved; computer systems and network equipment virtualization; data center architecture and components; standard hardware solutions to computer servers, clients; and alternatives to the standard fielding.
  • Working knowledge with network services and systems such as:  audio-based digital collaboration (VoIP), Kerberos-based authentication, Digital Certificates (PKI), Directory Data Synchronization (GAL Sync), Domain Naming Service (DNS), Informal Messaging (E-Mail), Text Based Collaboration (XMPP compliant Chat), Video-based Collaboration (VTC)
  • Experience with DoD cyber operations (USCYBERCOM, Navy Fleet Cyber, etc.)
