Through this newly acquired program, we will directly support the government IT Leadership Team in the development of an Interoperability Strategic plan, Interoperability Maturity assessments, analysis, indexing and dashboarding efforts.

Currently, ManTech is seeking a motivated, career and customer-oriented Software System Architect to join our team working remote. If you have experience in systems architecture analysis and support to drive interoperability projects, the Project Team could leverage your skills in a Software System Architect role.

Responsibilities include, but are not limited to:

  • Providing systems architecture analysis and support to drive interoperability projects forward.

  • Using an agile-based approach to rapidly address interoperability needs with stakeholders.

  • Participating in Daily standup meetings to facilitate communication within the project team to manage interoperability support activities.

  • Dictating design choices to software developers, including but not limited to: platforms, coding and technical levels.

  • Conducting interoperability workshops providing interoperability tools and emerging standards applicable to System of System (SoS) components education.

  • Staying abreast of industry best practices related to using technical and business standards applicable to SoS with involvement in industry groups and networks, Internal Research and Development (IRAD), and ManTech’s Center of Excellence (COE).

  • Assisting with development of a Risk Management Plan and an Integrated Master that embraces an agile approach, manages risk, and provides assurance and confidence around successful interoperability among Systems of Systems (SoS).

Basic Qualifications:

  • Master’s Degree in computer science, electronics engineering or other engineering or technical discipline and 10 years of experience, or a B.S. degree in the same and 12 years of experience, or a H.S. diploma with 14 years of experience and experience in Healthcare Informatics.

  • Extensive experience in the coordination of program and project leaders to identify requirements for system architecture

  • Must be able to identify strategies for addressing requirements

  • Must have extensive experience with analysis of requirements against fiscal, schedule, and performance issues

  • Has extensive experience in taking program requirements and is able to create an architecture vision having experience in high volume and high availability networks and systems

  • Experience in creating and conveying to team members the architectural vision for a program or project

  • Experience in establishing and enforcing standards and practices

  • Extensive software development experience and thorough knowledge of a variety of programming languages and logic

  • Health data structure/messaging standards and health data classes, require experience in at least some of the following standards (particularly some of the HL7 standards):

    • HL7 (Health Level 7) v2 messaging

    • HL7 v3

    • HL7 FHIR (Fast Healthcare Interoperability Resources)

    • HL7 CDA (Clinical Document Architecture)

    • HL7 C-CDA (Consolidated CDA) IG (Implementation Guide)

    • HIPAA (Health Insurance Portability and Accountability Act of 1996) EDI (Electronic Data Interchange)

    • X12

    • ONC (Office of the National Coordinator for Health Information Technology) USCDI (United States Core Data for Interoperability)

    • NIEM

  • Health Data Exchange standards, prefer experience in at least some of the following:

o IHE (Integrating the Healthcare Enterprise) ITI (IT Infrastructure) XDS.b (Cross-Enterprise Document Sharing)

o IHE ITI XCA (Cross-Community Access)

o IHE ITI XCPD (Cross-Community Patient Discovery)


  • Web Services protocols, require experience with some of the following

o SOAP (Simple Object Access Protocol)

o REST (Representation State Transfer)

o SAML (Security Assertion Markup Language)

  • Healthcare Standard Terminologies and related topics, required experience such as the following:

o RxNorm

o NDC (National Drug Code)

o ICD-9/10 (International Classification of Diseases)

o SNOMED (Systematized Nomenclature of Medicine) CT (Clinical Terms)

o CPT4 (Current Procedural Terminology version 4)

o UMLS (Unified Medical Language System)

o NLM (National Library of Medicine)

o Mappings between terminologies and the issues that can arise from translations

  • Terms not identical

  • Some source terms don’t have corresponding terms in the target terminology

  • SoS (System of System) related concepts, required experience in some of the following:

o External MPI (Master Person Index)

o Multiple sources of truth

o Use of an Integration Engine (Middleware)

  • Handling message transformations

  • Complex message routing

Preferred Qualifications:

  • Previous Veteran’s Administration experience in a Software/System Architect role

  • Experience with specific VA and Defense Health Agency IT Systems (DHA) such as VistA, DMLSS, MHS GENESIS, FEHRM, Momentum (FMBT), Logicole

Security Clearance Requirements:

  • Candidates must be able to obtain and maintain a Public Trust security clearance.

Physical Requirements:

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

  • Must be able to remain in a stationary position 50%
