General Dynamics Information Technology (GDIT) has an immediate requirement for a Senior Application Developer (COBOL) to support ongoing efforts to enhance the NYS MMIS (eMedNY).  We are looking for a qualified Senior Application Developer to code functional programs and applications, and assist with providing technical direction to a team of less experienced developers. You will work as part of a team and individually.  The successful candidate will have excellent knowledge of the COBOL programming language, CICS, DB2, and mainframe technologies.  The ideal candidate will also have an analytical mindset and a keen eye for detail.  The goal is to write “clean” and flawless code to produce fully functional software applications according to requirements and design.

This position is based at GDIT’s office at Riverview Center in Menands, NY.

Responsibilities include, but are not limited to the following:

  • Perform analysis, design, development, testing, documentation, maintenance and support of complex applications and processes.
  • Meet eMedNY Program standards associated with specification development, coding, code review, unit and string testing, and related documentation.
  • Create appropriate documentation artifacts associated with the SDLC stage for review and approval.
  • Assist in preparing effort and duration estimates associated with systemic enhancements.
  • Assist in production and other support activities, and resolve issues that may arise.
  • Stay abreast of industry technical and development trends, and remain current with standards.
  • Keep abreast of competitor products and industry trends.


The position requires a Bachelor’s degree or equivalent in Computer Science, or a related discipline.

Required Qualifications:

  • Five (5) or more years of experience in the IT industry
  • Five (5) or more years of COBOL, CICS and DB2 required
  • Strong interpersonal and communication skills to communicate with customers, support personnel, application development personnel and management
  • Ability to work in a team environment with multiple team members, as well as productively as an individual.
  • Ability to work under pressure and adhere to tight deadlines with a strong attention to detail required
  • Knowledge of Waterfall and Agile Scrum Development Methodologies
  • Knowledge of Atlassian Jira and Confluence, or similar tools
  • COBOL Programming Language
  • IBM Customer Information Control System (CICS)
  • Structured Query Language (SQL) - IBM DB2 Rational Database Management System (RDBMS)
  • IBM DB2 Utilities – SQL Processing Using File Input (SPUFI), Query Management Facility (QMF)
  • IBM Rational Team Concert (RTC) Mainframe Source Code Management
  • Macro4/Insync Dumpmaster
  • Macro4/Insync Tracemaster
  • Job Control Language (JCL) – z/OS
  • Z/OS Mainframe Utilities – IEBGENER, IEFBR14, SYNCSORT, etc.

Desired Qualifications:

  • Knowledge of MMIS or other Healthcare claims processing systems or domains
  • Electronic Data Interchange (EDI) - HIPAA X12 5010 and NCPDP D.0
  • Knowledge of MS Office
