Quality Assurance Specialist

Provides specialized technical expertise in support of the Quality program, including specialized inspection and testing techniques, quality training, statistical methods, audits, quality tools for problem solving and assessment. Creates inspection reports stating the conditions of a work area to ensure requirements are met. Makes recommendations for corrective action. Applies knowledge of quality systems and tools to validate and verify contractually required standards for project execution. Implements principles of performance evaluation and prediction methods are used to improve product systems safety, reliability, and maintainability. Responsible for maintaining quality standard of products and the procedures and materials that go into work scope. Aligns quality management function with the performance needs of product lines. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree and 2+ years of experience, or equivalent work experience in lieu of degree.

Performs audits / inspections based on the Performance Work Statement (PWS) following procedures established in the Quality Management System (Inspection Schedule / Risk Matrix) and Quality Operating Procedures under direction of the Quality Manager.

Conducts and submits initial, follow-up and final audit / inspection reports to the Supervisor and documents audit / inspections under ACATS a Quality web base program for Audits. Provides quality-oriented solutions and interacts with Government Assessment Representatives to correct / prevent contract non-conformances.

Conducts audits / inspections for all Base Services functional areas to include: Management and Administration, Security Operations, Fire and Emergency Services, Emergency Management, Air Operations, Ordnance, Supply, MWR, Galley, Bachelor Quarters and Laundry Services, Facility Investment (electrical, hvac, carpentry, welding, locksmith), Custodial Services, Pest Control, Integrated Waste Management System, Grounds Maintenance Services, Electrical (prime power, portable power gen), Waste Water, Water Treatment (ROWPU), BSVE, Environmental and Task Orders (ID/IQ) related to construction , as well as other miscellaneous areas listed in the PWS. Performs Customer Satisfaction Survey interviews when necessary.

Flexible to cope with multi-tasking job which are time sensitive and have strict deadlines. Able to handle administrative tasks with details in a constantly changing environment. Able to exercise ethics, moral integrity, sound judgment and make decisions autonomously.

Additional Requirement :

1) 3 or more Years College or University degree (preferred: Engineering, Construction, Quality, Safety and/or similar fields). 2) Preferred 1 or more years of exposure / experience on various Quality / Standard / Inspection Process for Base Support Services / Military or Commercial Construction Projects and/or various Technical/Testing Procedures. 3) Preferred certification in any of the following NAVFAC/USACE CQM (Construction Quality Management), ISO Training / Certifications (Internal or Lead Auditor), Six Sigma or equivalent. 4) Training or knowledge of OSHA 1910 & 1926, NAVFAC, USACE, UFC and UFGS standards.

Skills & Abilities

English communication skills: must have very good level of proficiency in spoken / verbal, written and comprehension of the language

Comprehension Skills: Able to read and interpret/understand Contract requirements, Statement of Work, Technical Drawings, Manufacturer Manuals, Operating and Testing Procedures, Training Procedures, Task Orders, IDIQ and Performance Metrics.

Technical and Administrative Skills:

  • Proficiency in Microsoft Office Suite.
  • Familiarity with various measuring tools.
  • Ability to operate/drive motor vehicles.

Additional requirements:

Must be fluent in English

Must possess passport book (not passport card) with at least 12 months of remaining validity AND with at least 4 blank visa/stamp pages remaining

Must possess driver’s license with at least 6 months of remaining validity.
