Shift: Most work is a normal Day shift. Some work may require personnel to work shifts, irregular hours, extended hours, on-call, weekends and more than forty hours per week as dictated by world events.

Travel: May require travel on an as needed basis to CONUS and/or OCONUS locations.

Description:
o The Operational Language Analyst Native provides native language and cultural expertise while performing task required to process voice and/or graphic language materials in support of SIGINT operations.
o The Level 3 Operational Language Native Analyst shall demonstrate the following skills:
Understanding of a broad vocabulary and commonly spoken forms of the required language
Ability to comprehend written and/or spoken material in the required language that includes references' and vocabulary related to common social situations and everyday life in countries where the language is widely spoken
Sufficient English skills to render the main points of straightforward, factual materials in the required language into English with a reasonable degree of accuracy
Typing on an English keyboard
Ability to comprehend written and/or spoken standard and substandard contemporary forms of the required language including complex grammar and syntax
Ability to comprehend material in the required language that includes idioms, colloquialisms, subtleties and nuances, emotions and attitudes
Ability to produce accurate translations of complex material from the required language into idiomatic American English
Ability to comprehend written and/or spoken standard and substandard contemporary forms of the required language including abstract concepts and complex grammar and syntax
Understanding of how language is used to convey information about interpersonal relationships and attitudes.
Ability to produce accurate translations of complex material from the required language into idiomatic American English which reflect the author's/speaker's style and convey subtleties and nuances.

Qualifications:

o Languages: Chinese - Cantonese and Tagalog
o Bachelor of Arts (BA)/Bachelor of Science (BS) degree, or equivalent from other countries.
o Interagency Language Roundtable (ILR) Skill Level 3 in Audio Translation Performance and/or Translation Performance from the required language(s) into idiomatic, standard American English. Scores from the NSA Civilian Language Test of Record, valid at time of resume submission, may be used as acceptable validation for text translation and audio translation skill level(s). ILR skill level validation shall be documented within two years prior to resume submission.
o Equivalent of four (4) years full-time experience performing translation of materials (minimum ILR Level 3) from the required language(s) into English.
In lieu of the Bachelor's Degree, an additional four (4) years of directly related, applied, practical work experience may be substituted for a total of eight (8) years' experience.
o One (1) year experience typing on an English keyboard.
o Native Capability is defined for the purpose of this labor category has having learned the language since birth; and having been formally educated in, and via, the language for a minimum of ten (10) years, in a country where the language is the official, national or commonly spoken language. Exception: In the case of a language/dialect that is not the official or national language and formal public education is not conducted in the language/dialect, Native Capability is defined as having learned and used the language/dialect since birth; and having used the language for at least fifteen (15) years in a region where the language/dialect is commonly used among a historically rooted population of resident speakers who employ the language/dialect in social, cultural, employment, economic, or other public sphere interactions beyond immediate family/household use.
o Experience requirements signify full-time experience. Part-time experience is to be calculated to equate to full-time for labor category qualification purposes. For example, "two (2) years' experience in customer services" means two (2) years working on a full-time basis (on average forty (40) hours per week) with customer service as the primary duty in that work. Because many language professionals work part-time or hold multiple jobs at the same time, experience should be calculated into full-time equivalents; for example four (4) years working on average twenty (20) hours per week is equivalent of two (2) years of full-time experience. Time spent receiving training or primarily working as a manager shall not be included when calculating experience.
