The Security Operations Program Manager (PM) provides technical leadership, direction, and management to the contract workforce managing the full range of collateral program protection and counterintelligence activities for a mid-sized Defense Agency (10,000+ personnel) with support and assistance from national and intra-organizational partners. Scope of the mission includes Security Program Execution; Counterintelligence operations [analysis and production; investigations; cyber-forensics and Technical-surveillance countermeasures (TSCM) activities]; Information Security; Special & Personnel Security; and, Declassification].

Your leadership will support execution of the MDA Security Operations integrated program protection and counterintelligence programs throughout the entire Ballistic Missile Defense System (BMDS) Research, Development, Test, Acquisition and Experimentation (RDTA&E) time-horizon. This critical technology protection mission is paramount to our Nation’s defense and requires a Leader dedicated to synchronizing security and counterintelligence principles and practices throughout the entire BMDS acquisitions enterprise (including DoD, industry, academic and FFRDC partners).

  • Leads, directs, and manages a diverse and professional staff in completion of the Statement of Work (SOW); leads team in executing project tasks/activities, supervise work completion, perform quality reviews, and report progress
  • Provides direct input for solving complex issues involving staff and resources of sizable magnitude
  • Responds in a timely fashion to day-to-day tasks, issues, or planned/unplanned contract changes
  • Manage time, cost and scope for a large diverse geographically dispersed contract Manage projects by developing project plans, developing/maintaining schedules, tracking progress, analyzing results and reporting risks
  • Develop and manage a Program Level Integrated Master Schedule (IMS)
  • Manage the contract/task order cost with support from Program Control Analysts
  • Responsible for Planning, scheduling, and updating program activities in MS Project and other tracking tools (i.e. Microsoft Excel or SharePoint
  • Responsible for establishing milestones and baselines and monitoring adherence to project plans and schedules
  • Identifies high risk areas and presents recommendations to management
  • Analyzes and manage program metrics to ensure they are in accordance with customer Quality Assurance Surveillance Plans
  • Approves timesheets, expense reports, completes employee evaluations, interviews staff, and manages personnel
  • Responsible for all areas of customer delivery and personnel management
  • Reports to the ManTech Portfolio Manager in every aspect of planning effort, contract performance, project schedule development, cost, scope, quality, etc.
  • Prepares monthly status reports, weekly status reports, and participate in Daily Standups
  • Analyzes program status data and to recommends corrective actions
  • Builds and maintains influential relationships with key client personnel
  • Supports corporate functions (time reporting, policies, goal setting, etc.)

Supports and promotes growth of new opportunities and Task Orders to include proposal support as required

Basic Qualifications:

  • MA/MS in related field with 10 years of relevant experience; or MA/MS in an unrelated field with 15 years of relevant experience
  • Capable of thinking strategically to address issues and implement plans for major operational defense programs
  • Proven ability to lead and provide direct input in solving complex issues involving staff and resources of sizable magnitude
  • Extensive managerial, technical, and business knowledge with experience relating to Department of Defense (DoD) and major systems or programs
  • Capable of providing leadership, direction, and management of support for Security, Operations and Counterintelligence fields
  • Demonstrated proficiency in standards, principles, practices, and processes related to complex weapon systems
  • Excellent written and oral communication skills
  • US Citizenship
  • Must be open non-local travel from the primary work location (throughout the MDA enterprise)

Preferred Qualifications:

  • CI trained and certified to Under Secretary of Defense/Intelligence (USD/I) approved standards pursuant to DoD Directive 5240.02
  • PMP certification

Security Clearance Requirements:

  • Active Top-Secret clearance with SCI eligibility
