Reporting up to the Director of Sponsored Programs Finance within the Office of Research Administration, the Financial Analyst will be responsible for the financial management of a portfolio for multiple departments and Principal Investigators. This position is a hands-on financial management role that includes general ledger review, preparation of financial reports, preparation of invoices, the recording of receivables and collection follow up.Understanding of both sponsor award requirements and changes in regulatory requirements related to funding are crucial components of the job. Coordination and communication with funders, auditors and other outside stakeholders is required. Accounts receivable management, including aged receivables documentation and cash collection is required. Responsibilities:Participate in the award setup process to ensure terms, conditions, budgetary controls, billing terms and financial reporting requirements are accurately recorded in Oracle;Participate in award kick off meeting and progress meetings as necessary;Monitor all active non-sponsored awards on a regular basis. Work closely with RF Central Office on closing, renewing or extending all non-sponsored accounts, including cash transfers;Process all non-salary cost transfer activities working in unison with the Grant Manager to ensure allowability on sponsored awards; Prepare invoices required for awards where Downstate is a subrecipient and some clinical trial billing, ensuring financial reporting is in line with the Uniform Guidance, Sponsor and Institutional policies and procedures, where applicable; Coordinating resolution of inquires related to invoices, deficits and/or financial status reports;Provide input regarding billings and collections business systems and assist in the development of enhancements;Provide documentation/backup for invoicing and reporting, when applicable as required;     Review all incoming checks before deposit to ensure proper accounts are credited, including the monitoring of cash balances for non-billing accounts to ensure accounts are not over expended;Identify accounts requiring collection activity and perform collection duties as appropriate;Post cash receipts on all accounts;Provide financial reporting for sponsored awards, focusing primarily on extramural funding;Develop and generate reports in the Oracle Report Center. The primary reporting function will be to support the invoice and financial reporting process. The financial analyst will be responsible for financial reports that will support the analysis of the Research Foundation operations;Review and certify accounts for all transactions and suspense charges upon closing;Preparation and timely submission of sponsor-required financial reports and invoices, including computation of the amount to be billed, refunds, and property reports, in compliance with sponsor regulations;Collaborate with a large program (preschool administration) in all matters related to the financial oversight of the program. These activities will include review of contract budgets, monitoring expenditures, preparation of the annual CFR report, and reviewing program’s annual reconciliation of internal system to Oracle. The Financial Analyst will have an understanding of the rate reimbursement structure as it pertains to the program and assist in creating projections to assist with management decisions.Educational Requirements: Requires a bachelor's degree and 2+ years of related experience or four+ years of related research administration experience.Required Skills: Independent judgment and decision making; Strong analytical and problem solving ability; Proficiency in ExcelPreferred Skills: Experience with grants and contracts in a university or academic healthcare/basic science research setting.Salary commensurate with experience
