ManTech is seeking a dynamic thought leader to join our Senior leadership team as our Vice President of Contracts in Herndon, VA.  

Summary

The VP of Contracts leads and manages the Contract Management workforce, spanning ManTech’s operating Sectors across the Department of Defense, Federal Civilian, and Intelligence Agencies.

Engage with senior business leadership to provide strategic direction that impacts business outcomes supporting and embracing ManTech’s strategic growth, mission and market goals.?

Use acute understanding of contract and procurement requirements, company policy and procedures, and applicable laws to ensure ManTech’s Contract Management posture is strong and continues to support future growth. 

 
Job Duties and Responsibilities:

Leadership

  • Lead and develop a team of highly skilled professionals in providing industry-leading cradle-to-grave contract and administration support for various cost-type, FFP, and T&M Government contracts ?

  • Manages departmental costs within the determined budget and ManTech’s financial goals

  • Leads contracts/subcontracts team through Merger & Acquisition due diligence and integration of newly-acquired entities

  • Oversees the creation and implementation of a new Contract Management System (CMS) 

  • Updates current contract policies and serves as a member of the ManTech’s Policy and Procedure Steering

Contract Management

  • Act as the Subject Matter Expert on Government contracts and subcontracts to include areas not limited to contract modifications, contract compliance, contract requirements, proposal preparation, Non-disclosure agreements (NDAs), Teaming Agreements ( TAs), and contract negotiation skills. 

  • Advises internal business partners, subordinates, and management on contractual rights and obligations, and provides interpretation of contract terms and conditions. 

  • Responds to all Government requests, disputes and requirements; resolves disputes between prime and subcontractors; facilitates contract closeouts; supports group/corporate name changes and novation of Government contracts, etc. 

  • Monitors and responds to CPARs; oversees entries of reps and certs and ensures SAM and similar databases are kept updated. 

  • Supports Change Proposals, Claims and Requests for Equitable Adjustments. 

  • Attends post-award debriefings; proposes debriefing questions; and assists with proposal questions and answers, discussion questions/ENs. 

Compliance

  • Evaluates Organizational Conflicts of Interest and supports the development of mitigation plans

  • Recommends and/or takes appropriate actions to resolve contract performance difficulties and escalated contractual issues. 

  • Monitors company performance for conformance to original proposal and maintains continual reviews to ensure that all terms and conditions are met and that the contract is in accordance with legal requirements, customer specifications, and Government regulations. 

  • Advises leadership of any contractual or performance difficulties and proposes appropriate action for resolution. 

  • Reviews and resolves all issues impacting company compliance with, and ensures satisfaction of, contractual requirements, as well as company and customer objectives. 

Business Strategy | Continuity

  • Actively involved in external industry organizations and advising ManTech leadership on industry trends, direction, best practices, etc. ? 

  • Develops effective partnering relationships with key government leaders

  • Understands and stays current with competitive forces throughout the industry, and proactively engages with ManTech’s business leaders to defend and expand the business. 

  • Supports strategic positioning for new business opportunities throughout the business development process. 

  • Assists in the execution of ManTech’s strategic plan. 

  • Advises ManTech’s leadership of business opportunities to improve financial performance through contract actions. 


Basic Qualifications:

  • Bachelor’s degree and 15 years of Contracts experience in Government Contracting. 

  • Strong collaboration skills with working knowledge of current technology and applications. 

  • 10 years' experience managing a workforce of matrixed staff embedded in the operating sectors as part of a team and have the ability to effectively interact with diverse personalities. 

  • Excellent written and verbal communication skills. 

  • Willing to travel 

  • Must possess strong business acumen, be able to understand business and financial management, possess business writing skills and good working knowledge of FAR, DFARS, ITAR, and international contracting practices, TAs and NDAs. 

  • Must have experience with all contract types, such as FFP, cost-type, T&M, Fixed Fee, Award Fee, Incentive Fee, and Award Term 

Security Clearance Qualification:

  • Ability to obtain and?maintain?Top Secret clearance, with SCI or SCI Eligibility. 

Preferred?Qualifications:

  • Familiar with and experienced with GSA contracts. 

  • Familiar with and experienced with the Service Contract Act (SCA). 

  • Experience with Commercial contracting 

Physical Requirements:

  • Must be able to be in a stationary position more than 50% of the time

  • Must be able to communicate, converse, and exchange information with peers and senior personnel

  • Constantly operates a computer and other office productivity machinery, such as a computer

  • The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations

  • The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, and must be able to lift and move objects weighing 25 pounds or more
