Title:

Senior Program Analyst

This position supports the PMA-265 F/A-18 EO/IR (Electro-Optical/Infra-Red) Level 2 IPT Leads with day-to-day operations of the IPT providing Operations leadership, direction and coordination across the IPT at the Naval Air Systems Command (NAVAIRSYSCOM) at Patuxent River, MD.

The selected candidate will provide direct business management operations support to Level 2 IPT Leads and participate in establishing and defining program plan requirements. The selected candidate responsibilities will include coordinating responses to data drills, analyzing data, coordinating and preparing program briefings, program status reports, requests for information, and other documentation as required. Executes incoming drills and tasks from outside organizations and coordinates responses through IPT Leadership. Records, tracks and manages IPT actions and activities for the IPT Leads.

The selected candidate will support the development of documentation such as Acquisition Plans (AP), Acquisition Strategy (AS), Procurement Initiation Document (PID), Statement of Work (SOW) and Contract Data Requirements Lists (CDRLs). Analyze requirements, status, budget and schedules. Track deliverables, major events and milestones, meetings, briefings, and develop plans to ensure products are prepared and delivered on time. Plan and complete Common Spend Plan Tool (CSPT) entries.

Perform QA reviews and approvals on Personnel Change Requests in SharePoint and ensure IPT organization charts and telephone lists are current. Assists in developing plans including budgets and schedules to meet contractual/project requirements for the IPT programs. Manages day-to-day operations across the IPT and makes recommendations in support of program execution and out-year planning. This position involves daily interface and coordination with all levels of the IPTs, including government, contractor, and field activity personnel associated with the program office.

This position requires a self-starter who requires limited oversight. Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.

Functional Description:

Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management.

Basic Qualifications:

MA/MS degree plus 10 years of combined experience performing duties described in the functional description.

ALLOWABLE SUBSTITUTION : A Bachelor’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

An Associate’s Degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Six (6) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Master’s Degree.

Preferred:

5 years of experience supporting NAVAIR is desired.

Education/experience is a contract requirement. Contract requirements will prevail.
