Business Financial Management Analyst
This position supports tasking for an Assistant Program Manager (APM) Test & Evaluation (T&E) Program Office within the NAVAIR Headquarters at Patuxent River, MD.
This position will provide resource planning and financial/program management analysis for the Integrated Test Team (ITT). General tasking will include performing budgetary planning, analysis, formulation, and contracts management. Supported tasking also includes collecting, organizing, and interpreting financial data to create and maintain annual Naval Air Warfare Center Aircraft Division (NAWCAD) T&E spend plans ensuring budget is planned to efficiently conduct Mission Systems/Air Vehicle projects for several Integrated Product Teams (IPTs).
Specific Financial Management tasking includes: Interfacing with APM T&E, LTE, Level IIs, TRMs, and System Administrators to obtain inputs for Staffing, ITT Infrastructure, Annual Service Agreements, Travel, Material, Fees, Annual Operating Account (AOA); determining IPT percentage of financial responsibility for each requirement; developing detailed time phasing of spend plan requirements; developing presentations to present and defend spend plan to PMA Level I/Level II leads, lead Business Financial Managers (BFM)/Deputy BFM, and Naval Air Systems Command (NAVAIR)/NAWCAD BFMs; conducting spend plan reviews with Level Is and Level IIs; and developing and maintaining T&E Core Future Years Defense Program (FYDP) outlining resources required.
Other tasking includes: performing Common Spend Plan Tool (CSPT) resource requirements data entry/management for the T&E Core and ensuring validation/approval with BFMs/PMA management; participating in CSPT reviews; assisting in annual T&E Spend Plan creation, planning/tracking, and participation in monthly Financial Status meetings; coordinating with PMA Program Managers to obtain cost estimates; interfacing with Level IIs to obtain funding in accordance with the annual T&E Spend Plan; coordinating with NAWCAD BFMs to have Procurement Initiation Document/Purchase Requests (PID/PRs) created to fund Fixed Cost, Flight Hours, Travel, and Pilot in Non-Flying Status minutes; maintaining metrics outlining funds applied/expended/available; determining appropriate contract ACRN to be billed for each invoice received from the CAS Project Analyst; and providing metrics to APM T&E.
Specific Contracts Management tasking includes: Interfacing with NAVAIR/NAWCAD budget analysts, contract resource managers, and AIR-2.0 contract specialists to ensure Standard Procurement System (SPS) interface and timely contract award; ensuring appropriate funding of labor, travel, and material Contract Line Item Numbers (CLINs) in accordance with the annual T&E Spend Plan; analyzing current expenditure rate data, identify financial trends, manage total contract labor hours funded, and total contract dollars remaining for multiple task orders, and communicating contract analysis to APM T&E addressing any concerns and providing recommendations for corrective action.
Bachelor’s degree in a business-related field from an accredited college or university is required and a minimum of five years of experience in DoD financial management is required, to include financial analysis of program budgets, funds execution, and development of funding documents. Experience with CSPT and other NAWCAD/PMA financial applications is required. In lieu of a degree an additional eight years of relevant experience may be substituted for a Bachelor’s Degree.
Knowledge of the DoD Planning, Programming and Budgeting Systems (PPBS) process, and specific experience in supporting development of DoD financial reports is required. Candidate must possess a strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook e-mail) and the ability to review, revise, and communicate effectively. Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
A current Secret Clearance with a Single Scope Background Investigation (SSBI) completed within the last 6 years is required.
Experience supporting a NAVAIR program office is highly desired. Experience with the DoD milestone process (DoD 5000) and other acquisition policy is highly desired. Previous technical writing, cost management, and configuration management experience is desired. Familiarity with NAV ERP is desired.
