Description

SAIC is seeking a Technical Project Manager (TPM) to support an Advisory and Assistance Services (A&AS) contract with the Defense Threat Reduction Agency (DTRA) Research & Development (RD) directorate.  The TPM will support counter-WMD and improvised threat technologies programs and provide technical subject matter expertise as a Test Scientist on nuclear, biological/chemical, and explosives projects in direct support of a DTRA program manager.  The position requires a degree and applicable experience in engineering and/or physical science supporting test and evaluation programs.  The successful candidate will also have experience working with interagency working groups, stakeholders, and senior leaders across the DoD and intelligence communities to build partnerships, develop and refine requirements, and develop test objectives.  The TPM primary duties:

  • Assist in program activity planning, execution and reporting;
  • Plan test events and participate in on-site test activities;
  • Serve as a program office liaison with interagency participants;
  • Represent the program manager on internal and external technical working groups and other interagency information exchange meetings;
  • Lead and facilitate program security;
  • Work with program stakeholders to define the test method, measurement requirements, and predicted outcomes for select test activities;
  • Serve as the primary POC for all technical requirements prior to test fielding and during the post-test data analysis;
  • Author executive correspondence, program briefings, etc. and plans/facilitates senior leader site visits.

The successful candidate must possess a minimum of 3 years work experience with DTRA and/or the DoD community in counter-proliferation and counter-threat programs Research, Development, Testing and Evaluation; and experience in nuclear or electrical engineering and nuclear technologies, biological/chemical processes and associated equipment, and/or explosives chemistry and fabrication through non-traditional means. Experience with USSOCOM and WMD targeting, CWMD technical collections, and nuclear forensics is preferred.  Additionally, the candidate will have a working understanding of mechanical and electrical systems in specialized test beds, and gauge/sensor/sampler/optics requirements to provide the required test environment and response data (including layout, measurement types, objectives, and ranging). Hands-on experience with the instrumentation and wet-bench experience is a plus.

Additional candidate requirements include:

  • Skills/Competencies:  Demonstrated success overseeing/executing operational test and evaluation, including requirements gathering and planning; author/review final test reports and create program briefings for seniors;
  • Behaviors:  Team player that can able to take initiative, anticipate requirements, implement self-developed plans with minimal supervision; able to manage and work multiple tasks simultaneously and successfully de-conflict multiple demands from equal stakeholders;

Job Location: The position will perform onsite technical support to the DTRA RD at Kirtland AFB, Albuquerque, NM.  The position requires frequent travel to the National Capital Region or other locations (approximately once or twice per month) and occasional travel for extended durations (1-2 weeks) during test campaign events (approximately once per quarter).

The following are also desired and will be used as differentiators, though are not requirements of the job:

  • Skills: demonstrated successful project management to include communications at the General Officer / SES level;
  • Knowledge: Counter-proliferation and counter-terrorism technology market; knowledge of data science, data analytics, machine learning, artificial intelligence and the incorporation of those topics into a testing program;  knowledge of data management and data curation for large complex structure and unstructured data sets;

Qualifications

Education & Experience: 

  • Master’s or Ph.D. in physical sciences or engineering Required
  • DAWIA certs in Program Management or T&E, PMP certification, or academic equivalents is desired.
  • Minimum of 3 years work experience with DTRA and/or the DoD community in counter-proliferation and counter-threat programs Research, Development, Testing and Evaluation; and experience in nuclear or electrical engineering and nuclear technologies, biological/chemical processes and associated equipment, and/or explosives chemistry and fabrication through non-traditional means.
