OVERVIEW

The Programme and Project Partners (PPP) is an exciting model to work in. Four world class organisations have come together as one team, with Sellafield Ltd, to create a clean and safe environment for future generations.

PPP is set to revolutionise project delivery at Sellafield and create a lasting legacy, through long-term partnerships.

The Sellafield nuclear site is home to one of the most complex portfolios of construction and infrastructure projects in the world, stretching over many decades.

The new approach will support the transformation from nuclear operator into a world leader in environmental remediation.

The partnership is made up of four lots and Sellafield Ltd, as 5th Partner, to help deliver the site's decommissioning programme:

  • Kellogg Brown and Root Ltd (KBR) - integration partner
  • Jacobs - design and engineering partner
  • Morgan Sindall Infrastructure - civils construction management partner
  • Doosan Babcock Ltd - process construction management partner

Sellafield Ltd will work collaboratively with the four lot partners, to deliver major projects in support of the site’s 100-year decommissioning programme.

The new approach is set up to support faster, more effective project delivery, stability in design and construction supply chains, greater workforce flexibility, and local economic benefit.

Project Controls and Commercial Services (PCCS) is the mechanism in which Sellafield Ltd have engaged KBR Ltd to provide Commercial and Project Controls Services to the portfolio of enterprise projects, in addition to the original PPP programme. Those services include the provision of some 150+ Commercial and Project Controls Professionals across the Sellafield Ltd network of Projects.

Procurement System Lead

Role Overview

Role will require to manage the implementation and operation of the PPP Electronic Procurement Management System (EPMS), lead on data migration, training and being part of the core implementation team. Once implementation is complete the Procurement System Lead will be responsible for the day to day duties of the team managing the system throughout the programme.

Responsibilities

  • Responsible for ensuring Procurement systems design and architecture is fit for purpose

and for providing technical consultancy to project delivery and development teams, procurement, service design and change management teams.

  • Work with the systems owner to ensure system performance (KPI’s) are continuously improved, inputting into the systems roadmap, identifying risks and providing risk mitigations.
  • Responsible for providing technical expertise to project teams throughout the project lifecycle
  • Working with project & service delivery teams ensuring new systems are fit for purpose, supportable, and are built against agreed specification and installation standards
  • Responsible for minor/major software and hardware upgrades, ensuring that change management procedures are followed working alongside the teams responsible for testing and deployment of upgrades into the production environment.
  • Resolving escalated incidents from frontline support teams
  • Responsible for Problem Management for systems assigned, ensuring that known issues and workarounds are documented
  • Producing technical documentation, ensuring quality and accuracy
  • Responsible for assessing and inputting into the design and delivery of training for systems under ownership ensuring support teams can be appropriately trained
  • Building effective relationships with system vendors to ensure that reported incidents and problems are resolved within agreed resolution times

Accountabilities

  • Be the lead systems specialist for procurement related systems on PPP.
  • Lead on requirements gathering with the business process owners and stakeholders, analyse and present solution options that align with PPP strategies.
  • Ensure all work is conducted in accordance with current safety legislation and PPP safety policies, security policies and statutory requirements relevant to the task.

Qualifications Skills and Experience

  • Significant experience within the Procurement environment covering multiple implementations, projects, or support instances in a Lead role
  • Experience with working in, and the implementation of, financial applications, Electronic Procurement Management Systems including, material management, supplier relationship management etc
  • Experience in managing a complex technical systems/environment
  • Experienced in managing conflicting demands in situations of pressure where priorities are rapidly changing
  • Experience of having to communicate clearly with a range of people at different levels of the organisation and explain and discuss technical issues using a range of styles, tools and techniques
  • Authoritative knowledge of security policies and statutory requirements relevant to the role
  • Experience in working with 3rd party suppliers
  • Experience of providing a high-quality service in a demanding environment
  • Worked on the full project lifecycle
