We are actively seeking an experienced Program Manager (PM) to collaborate with the Director, the Government Program Manager, and Contractor/Government technical experts to support execution goals and objectives for a CPFF/CPAF contract in support of a Mission customer. Your talents, perspectives, and efforts will contribute directly to the production of valuable intelligence to facilitate positive mission outcomes.

The dedicated Program Manager (PM) serves as the contractor team’s contract administration and performance manager. The PM is the contractor’s authorized interface with the Sponsor Contracting Officer (CO) and Contracting Officer’s Technical Representative (COTR) for contract, cost and schedule performance. The PM shall plan, direct and schedule the timely and successful completion of the effort described in the SOW, which includes programmatic responsibility over the contract and supervisory responsibility over the contractor team. The PM shall formulate and enforce work standards such as project life cycle, process flows, control gates, control boards, and documentation standards. The PM shall maintain a close liaison with the COTR and associate technical support contractors and shall immediately inform the COTR and CO upon obtaining knowledge of information or actions that will have direct impact on this contract. The PM shall be vested with the authority required to meet this responsibility and shall have direct access to senior corporate management to obtain the necessary project and resources on a timely basis.

Duties and responsibilities will include but are not limited to:

  • Support the delivery of the overall program and its activities in accordance with the mission and the goals of the organization
  • Develop new initiatives to support the strategic direction of the organization, implement long-term goals and objectives to achieve the successful outcome of the program, and conduct program evaluations to assess the strengths of the program and to identify areas for improvement
  • Ensure that program activities operate within the policies and procedures of the contract
  • Manage the staffing of the contract by working closely with SAIC recruiting and staffing to identify, interview, and select well-qualified candidates for the program
  • Review all staffing submissions for best athlete determination
  • Responsible for managing the clearance sponsorship program
  • Implement the human resources policies, procedures and practices of the organization
  • Aid in the supervision of program staff by providing direction, input and feedback
  • Communicate with the program customer, end-customers and other stakeholders to gain support for the program and to solicit performance feedback
  • Liaise with employees to ensure the effective and efficient program delivery
  • Coordinate the delivery of services among different program activities to increase effectiveness and efficiency
  • Write reports on the program for management
  • Monitor the program activities on a regular basis and report evaluation findings to the Director and recommend changes to enhance the program, as appropriate
  • Develop, write, and submit Task Order responses/proposals


  • Must have an active TS/SCI with polygraph
  • Bachelor's degree and at least 5 years of experience supporting the Intelligence Community in a technical capacity
  • Minimum of 10 years of program operations/ program management experience or DPM support as well as staffing/resource leadership experience
  • Demonstrated strong oral communication skills and very strong writing skills
  • Advanced knowledge and experience utilizing SharePoint and the MS Office Suite (emphasis on Word, Excel, and PowerPoint)
  • Experience briefing senior leadership both customer and corporate
  • Demonstrated strong interpersonal skills
  • Desirable certification includes certification as a project management professional through a recognized professional or educational organization
