ManTech’s FedCiv Talent Acquisition Business Development team is looking for a motivated, career and customer-oriented Senior Business Development, Technical Recruiter that embraces goals, the customer mission, and challenges.
The selected candidate will play an integral part in ManTech’s ability to win and strengthen ManTech’s presence and growth strategy across FedCiv agencies.
Responsibilities include, but not limited to
Act as a TA trusted advisor and SME to offer recommendations, guidance and direction for strategic hiring, market intelligence, hiring mechanics, hiring compliance
Support strategic business development efforts by creating “go to market” talent acquisition and hiring strategies, targeting Key Personnel and program incumbents
Collaborate and consult with hiring managers to understand and help write detailed and compelling job descriptions, determine effective screening questions, develop interview scorecards, and post requisitions
Participate in weekly Proposal Talent Acquisition meetings with key Capture, BD, Proposal and Program Leadership
Capture incumbent workforce intelligence, feed information back to BD team; help shape the bid
Coordinate with TA leadership and teams to ensure complete visibility and market awareness of ongoing and future opportunities to help drive Key Personnel hiring
Work with BD Recruiting Manager and program leadership to ensure proper TA resource alignment to offer support throughout the opportunity lifecycle: Gate 1 through Post Award Transition
Proposal Talent Acquisition
Responsible for a full requisition load (proposal and strategic hire), manage the full life cycle recruiting process for all positions
Recruit passive candidates and gauge chemistry to understand their motivation, rather than sell a role
Build and maintain network of potential candidates through pro-active market research and on-going relationship management
Work directly with the BD Recruiting Manager to ensure immediate and constant proactive communication
Source talent by utilizing the ATS, job boards, postings, referrals, and attending events
Consult with candidates and guide them through the proposal timeline and hiring process
Screen talent to ensure candidates are qualified, cultural fits, and fully vetted for their interest in the role
Negotiate offers, prepare offer letter requests, and follows up to ensure success in closing candidates
Work capture projects, drive market intelligence, and labor market research to educate and bring relevant awareness to business and proposal operations
Develop and deliver pre-award surge hiring and program transition kick-off’s to market operations
Lead special projects as assigned, including funded requisitions, new contract transitions, corporate projects including process improvement, or innovation initiatives
May travel for site visits, career fairs, or contract transitions (travel percentage 10%)
Bachelor’s degree in Business Administration, Human Resources, Communications, or a related field, plus 4+ years of recruiting experience or minimum of 8 years’ of equivalent experience in leu of degree
Experience supporting various business development efforts to include recruiting for key personnel, performing labor mapping exercises, reading/interpreting U.S. government Requests for Proposals (RFP) and associated documents
Demonstrated experience developing and executing Incumbent Capture strategies and delivery
Experience recruiting key personnel for large programs ($100M+), preferably for the FedCiv customer market
Experience managing and working Virtual Career Fairs to attract technical talent holding clearances
Strong business acumen, understands program operations and how this role contributes to the business
Expert Boolean searcher, active recruiter who goes out and finds passive candidates
Proficient with Microsoft office Suite, including Word, Excel, PowerPoint, and Outlook
In-depth knowledge OFCCP/EEO laws and regulations
Ability to proactively network and establish effective working relationships, continually seeks new sourcing options, and develop creative approaches to delivering top talent Motivated to excel, competitive in nature, and able to work with little direct supervision in an extremely fast-paced environment
Networker, excellent organizational and sourcing skills, persuasive, and charismatic
Solutions oriented and creative with strong analytic skills and ability to create, measure, and scale the right workflow between candidates, hiring managers, and the recruiting team
Must be able to be in a stationary position more than 50% of the time
Must be able to communicate, converse, and exchange information with peers and senior personnel
Constantly operates a computer and other office productivity machinery, such as a computer
The person in this position frequently communicates with co-workers, management and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
