Job Summary

AECOM is seeking a Harold Force Account Construction Manager to be based in New York City.

General: Manage the Force Account Construction Management team and effort to assure that the Amtrak Direct Force Account Construction is performed in a safe, quality and coordinated manner to meet the schedule and budgetary goals of the ESA project.

Key Responsibilities:

  • Manage the Direct Force Account project’s budget and schedule with the assistance of Project Controls.

  • Develop Long Range planning objectives and formulate construction schedules based on ESA priorities in conjunction with Force Account construction (Amtrak).

  • Conduct Construction Readiness workshops with Amtrak disciplines to confirm safety, scope, schedule, material availability and quality assurance.

  • Perform constructability reviews and field walks to verify constructability and conduct field surveys as required.

  • Manage and coordinate Force Account construction interfaces with 3rd party construction activities in conjunction with the ESA construction schedule.

  • Manage the Change Control Process working with the GEC, CM Staff and Project Controls.

  • Interface with Railroad Operations groups to plan and obtain track and power outages in support of the ESA construction schedule.

  • Coordinate weekly construction schedules with Railroad forces to assure adherence to the ESA construction schedule.

  • Provide weekly, monthly and quarterly reports on the progress of work, schedule, cost, budget, safety and quality issues.

  • Manage team of field engineers to provide quality assurance during field construction and utilize to conduct constructability reviews.

  • Manage the development of As-Built drawings through the maintenance of progress set of drawings in the field by the field engineer staff.

  • Review and approve invoices from Amtrak.

  • Review and approve invoices from the GEC as part of their Construction Phase Services (CPS).

  • Work with the Force Account Materials groups to coordinate and develop delivery schedules and address material problem/issues.

Minimum Requirements

  • A Bachelor’s degree in Engineering or Management

  • A minimum of 6 years of responsible experience in the areas of civil and railroad construction, or relevant equivalent

Preferred Qualifications

  • Must have at least 5 years senior level management experience

  • Prior railroad experience is a plus
