ManTech is seeking a Business Analyst & Customer Liaison for a potential project with the Food and Drug Administration’s Center for Food Safety and Applied Nutrition (CFSAN) or Center for Veterinary Medicine (CVM), located in College Park / Rockville, Maryland.

This position will support Data Center operations and cloud-modernization efforts, and is focused on helping the technical team understand the needs of FDA’s internal “customers” – meaning the FDA Centers, Offices, and Divisions with unique technology support needs, modernization requirements, and hosting requirements. Your job is to understand CFSAN or CVM’s technology needs and help them understand what we (the Data Center and cloud-hosting teams) can offer, help us understand what’s needed by the customer (the pain points and requirements), and keep us all on the same page in terms of expectations, priorities, and responsibilities.

This role is primarily focused on understanding and documenting requirements – and requires candidates that love to dig in and bring business and technical people together to solve problems. Prior experience as a project coordinator, customer service rep, sales engineer, or business analyst is all useful; we recognize that tech-savvy communicators do not have a single career progression.

Responsibilities: 

  • Coordinate the communication, clarification, and progress-tracking of CFSAN or CVM’s infrastructure and application requirements to Data Center teams.
  • Ensure compliance with CFSAN or CVM’s expectations, SLAs, and quality assurance measures for Data Center services.
  • Coordinate architecture/engineering, requirements elicitation, system improvement planning and review events – including change-control board (CCB) sessions and governance review.
  • Serve as a point of escalation for support tickets as required.
  • Lead status, progress, and risk/issue analysis reporting sessions and deliverables for CFSAN or CVM staff on work underway or planned by Data Center teams.

Required Qualifications

  • Minimum of 5 years relevant experience
  • Exceptional communication (written and verbal) and problem-solving skills.
  • Knowledge of FDA CFSAN or CVM operational processes, whether through past work with the Center, the Office of Foods and Veterinary Medicine (OFVM) or their stakeholders – such as participation in food safety regulations, recalls and inspections, or New Animal Drug Application (NADA) process.
  • Experience with developing technology requirements, whether as a business analyst, with engineering models (UML/sysML), or agile process support (stories/backlogs).
  • Experience (at a broad, but high-level) with Data Center operations, including infrastructure, networking requirements, performance metrics, etc.
  • Experience with major FDA CFSAN or CVM programs and systems (either internally or as a contractor or user) is a plus – such as ArrayTrack, FDALabel, Recall Enterprise System (RES), Whole Genome Sequencing (WGS) database, Reportable Food Registry (RFR) process, GenomeTrakr Network, OFS Case Management System, etc.
  • Experience in cloud migration best practices is a plus.

Security Clearance Requirements:

Must be a US citizen and be able to obtain and maintain a Tier 2 (moderate risk public trust) background investigation.

Physical Requirements:

The person in this position must be able to remain in a stationary position 50% of the time – and move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations or facilitating meetings.
