The Program Manager will provide oversight of a Systems Engineering and Technical Assistance (SETA) support contract to a Department of Defense (DoD) customer. The SETA Program Manager is the supervisor for all contractor (ManTech and subcontractors) personnel and allocates contractor resources to ensure the government requirements are met. The SETA PM is responsible for overall direction and management of contract efforts, including technical and managerial guidance over a broad range of competency areas required to support DoD research and development (R&D) activities.

General Responsibilities:

  • Organizing contractor resources and monitoring staff work to ensure the quality and timeliness of the product.

  • Evaluating and proposing solutions to complex organizational, technical, and analytical problems.

  • Ensuring quality of all products delivered under the contract.

  • Managing contractor support teams and identifying and resolving issues.

  • Evaluating and assessing the performance of each person assigned to support the task.

  • Providing assessments regarding policies, processes, and procedures within ManTech that impact the work performed.

  • Managing, organizing, planning and tracking technical programs and projects.

  • Generating, producing, and presenting documents and high-level briefings.

  • Preparing periodic status reports, program reviews, and contractor personnel evaluations, in addition to analytical reports.

  • Interfacing with government personnel, (Contracting Officers, Contracting Officer’s Representatives, Leadership at the SES level and Program Managers).

Mandatory Requirements:

  • At least 12 years of experience in research, development, science, and/or technology.

  • At least 8 years of experience within government contracts.

  • At least 5 years of experience managing and implementing government support contracts.

  • Prior experience shall include:

    • Government contract administration and project management to include cost, schedule, and performance tracking/analysis.

    • Experience with DoD and military organizational structures, intelligence organizational structures, functions, and procedures.

    • Familiarity with U.S. interagency community as it relates to combating terrorism and irregular warfare.

  • Experience with managing large, diverse teams.

  • Experience personnel management including hiring and onboarding personnel.

  • Ability to obtain a TS/SCI clearance.

Other Skills Preferred: 

  • Experience managing subcontracts.
