Position Description: Advanced Technical Surveillance Countermeasure (TSCM) Specialist:

We are currently looking to hire and Advanced Cyber Specialist located in Huntsville, AL

ManTech Mission, Cyber, and Intelligence Solutions Group is looking for highly motivated, qualified professionals to fill an Advanced TSCM Specialist position on a team in Huntsville, AL.

As a Counterintelligence TSCM Analyst, you will be compliant with U.S. Public Law and DoD Intelligence Oversight policy issuance's. You will conduct TSCM investigations and operations pursuant to DoD 5240.5 and Manuals I and II and standard agency operating procedures in support of MDA test events, conferences, facilities, foreign military sales activities, global deployment activities, and exercises. Provides strategic level collection, processing, analysis, and dissemination of intelligence that is required for forming policy at the national and international level.

Responsibilities include:

  • Serve as a TSCM specialist and create reports and updates for submission to management and external customers.
  • Assist in conducting Fully-Instrumented TSCM Surveys both CONUS and OCONUS in accordance with (IAW) DoDI 5240.5, Manuals I and II, and standard agency operating procedures for test events, conferences, facilities, foreign military sales activities, global deployment activities and exercises.
  • Prepare and deliver Technical Investigative Reports (TIRs).
  • Prepare quick-response research requests, papers, threat briefings, and specialized papers regarding TSCM for management.
  • Review intelligence reports from National and DoD TSCM member agencies, FISS, and Terrorist reports depicting the use of technical collection techniques that impact the MDA; provide comments and recommendations.
  • Attend MDA program meetings to identify TSCM requirements.
  • Prepare Request for Information (RFI) to obtain clarification on reports from National and DoD TSCM member agencies.
  • Assist with the inventory, inspection, and user level maintenance of MDA TSCM equipment. Update and certify the database equipment list. Perform user level maintenance and repair on assigned government furnished equipment.
  • Administers routine aspects of the DOD, DOE, or other industrial security program to ensure compliance with government and company security policies and procedures.
  • Protects classified government information and publishes security awareness for all cleared corporate personnel.
  • Monitors security procedures; ensures compliance with all aspects of the program including personnel, physical, and administrative security systems and procedures.
  • May conduct security briefings and maintains security education programs.
  • Investigates losses and security violations; may recommend corrective action.
  • Ensures destruction of classified and confidential information in accordance with policies and procedures. Assists in revision of procedures manuals and may interface with outside agencies.
  • Demonstrated ability to perform DoD Technical Surveillance Countermeasures (TSCM) PWS tasks and lead/manage deployed team activities.
  • Demonstrated ability to conduct relative web-based research and analysis in support of PWS technical threat production requirements.
  • Possesses the requisite knowledge, skills and abilities required in the PWS
  • Capable of working independently or leading teams to solve problems.
  • Must possess excellent oral and written communication skills.
  • BA/BS from an accredited institution of higher learning in related field required; or, 10 years of relevant experience.
  • All Counterintelligence Officers must be formally CI trained to USD/I standards pursuant to DoD Directive 5240.02 and DoD Instruction 5240.05.
  • Must meet the Security Clearance requirements (TS, TS/SCI, S).
  • Must have working knowledge and experience with:
  • Non-Linear Junction detectors
  • X-Ray devices
  • Radio frequencies
  • RF spectrum
  • TV, radio, Wi-Fi and cell phone analysis
  • HVAC and power systems
  • Telephone (hard wire)
  • Computer analysis a Plus
  • Possess strong technical written and verbal communication skills essential.
