Manager, HSE

Under general direction, the Manager, HSE is accountable for the performance and results of a Health, Safety and Security at a client site in Selkirk, NY, directing the daily activities of HSE tasks and processed. The incumbent relies upon experience, interpersonal skills, and broad knowledge of field to ensure task completion in compliance with policies, procedures, and business strategy and establishes priorities for completion of assigned tasks. They will participate in the development of functional strategy, processes and procedures.

This position is located at a client site in Selkirk, NY. Work will be performed on site.

Position Description

  • Manages and leads Health Safety and Environment initiatives and personnel.
  • Interfaces and negotiates with regulatory bodies, clients and subcontractors.
  • Responsible for executing the processes that directly impact training, report writing, quality control, plan development and implementation.
  • Implements health, safety and environmental policies, procedures and guidelines for the employee and department safety.
  • Creates incident reports and performs inspections to ensure conformity in all areas of HSE.
  • Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes, and regulations.
  • Determines requisite for and organizes audits of company operated properties.
  • Keeps informed of regulatory requirements and auditing standards.
  • Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.

Job Duties

  • Implement and execute consistent developed SABIC Contractor HSE Plan elements.
  • Develop critical skills for CM and FLS on key HSSE Processes (Communication, Intervention and Hazard Identification).
  • Monitor and Analyze Key Performance Indicators (Identified Leading and Lagging) for engagement and quality.
  • Conduct periodic HSE Inspections and Audits.
  • Provide Technical HSE Guidance for regulatory compliance.
  • Provide and/or schedule HSE Training (Facility, Contractor, and Regulatory).
  • Monitor work environment for safe execution of work tasks.
  • Provide SME assistance for planning of work tasks.
  • Ensure all incidents are adequately classified, investigated, documented, and closed with approved investigative process.
  • Identify and act on intervention opportunities.
  • Assist Management in determining if employees are properly qualified and trained for the job.
  • Develop and Facilitate a comprehensive Contractor Orientation and discipline specific training.
  • Capture opportunities for the development and maintenance of positive safety culture for all work environments.
  • Develop and Implement alignment tracking tools (performance matrix).
  • Develop a comprehensive Contractor HSE Prequalification Process.
  • Attend and participate in the Safety Council Meeting.
  • Recruit, interview, and hire, when applicable, all Company HSSE Professionals and ensure skills are appropriate for assignments.
  • Conduct annual performance review of HSE Personnel in alignment with site strategy execution plan.
  • Ensure that required HSE Records are submitted and maintained.
  • Provide Leading and Lagging Reports (weekly/monthly/quarterly).


  • Bachelor’s Degree in Occupational Health and Safety, or related degree
  • 10+ years of proven experience in Safety Management
  • CSP Certification is preferred
