ManTech is currently seeking experienced professionals for the Department of Defense (DOD) Cyber Crime Center (DC3) in Linthicum, MD. The focus of DC3 is to set the standards in digital and multimedia forensics, develop and deliver specialized cyber investigative training and serve as a focal point for information sharing on cybersecurity matters across the DOD.

Your Opportunity:  DC3/OED/Analytical Group (AG) Task Lead -SME

Responsibilities include, but are not limited to:

Reports to OED Technical Task Lead.  Leads the Analytic Group tasks to provide highly-focused technical and language-enabled all-source analysis of cyber threats to DoD in support of law enforcement and intelligence community partners. Ensures cyber threat and intelligence analysts provide appropriate operations, analytic, and technical support. Ensures the identification of technologies to increase the efficiency and effectiveness of analysis services and test technologies, and creates system/software development requirements for DC3/TSD as needed. Ensures cyber threat and intelligence analyst skills keep up with associated technological advancements.

Computer and Information Systems Manager - Plan, direct, or coordinate activities in such fields as electronic data processing, information systems, systems analysis, and computer programming.

Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision-making and domain knowledge may have a critical impact on overall project implementation. May supervise others.

Basic Qualifications:

  • 15 Years Related Experience or more than 13 years with Master's or more than 11 years with PhD
  • BS/BA.  (4 years’ experience in lieu of degree is acceptable AS/AA and 2 years’ experience in lieu of degree is acceptable)
  • Seven years’ experience in the last ten years in the following: supporting the intelligence community or related Government, industrial, and academic communities in the areas of intelligence collection and policy and intelligence systems and capabilities; using principles, concepts, and methodologies of intelligence analysis, including, but not limited to, the use of HUMINT and SIGINT methods; developing requirements and methodologies to collect, analyze, manage, and present intelligence in support of cyber investigations and operations; and writing various analytical reports (e.g., IIRs), serialized intelligence products, and operational cyber threat products).
  • Five years’ experience in the last ten years leading technical efforts or supervising teams supporting intelligence analysis requirements; project management experience.
  • Five years’ experience in the last ten years leading analysts in analyzing data to build threat profiles enabling proactive LE/CI cyber operations focused on nation-state threat actors; and implementing or improving operational processes or procedures in the intelligence analysis lifecycle.

  • PMP
