Currently, ManTech is seeking a motivated, career and customer-oriented Technical Task Order (TTO) Lead and Expert CNO Developer to join our team in Hanover, MD.

Responsibilities include, but are not limited to:

  • As a TTO Lead and Expert CNO Developer, you will work in an agile environment and leverage both your Leadership and Technical skills in Research, Software Engineering and Networking to develop and deliver impactful mission solutions.

  • Technical Task Order Lead responsibilities:

    • Accountable for the performance of tasks necessary to ensure the efficient execution of the TTO.

    • Support program excellence through communication with other contract TTO managers and functional support entities including: Program Control Analysts (PCAs), contracts and subcontracts management, staffing and recruiting.

    • Utilize communication skills to manage technical resources and report on the technical progress, issues, and problem areas, as well as author and review technical documentation.

    • Manage communications with Government and ManTech stakeholders.

    • Generate customer reports and contract deliverables.

    • Supervise and manage all staffing activities for TTO vacancies.

    • Serve as a point of contact for the Contracting Officer’s Representative(s), will be required to act on behalf of the Program Management when necessary and for all ManTech internal stakeholders.

    • Assist the Program Management in program activities to include cost estimation and management, TTO and overall contract performance, risk management, requirements analysis, and quality assurance.

  • Expert CNO Developer responsibilities:

    • Lead and/or Participate on a small multi-disciplinary team to research platforms of interest to develop capabilities that meet customer requirements.

    • Implement capabilities and tools in C, C++, and Assembly.

    • Support unit, component and system test activities as well as contribute to readiness reviews and product releases. 

    • Effectively communicate with the technical team, management, and the customer to keep them informed of progress, plans and potential issues.

Basic Qualifications:

  • Bachelor’s Degree or equivalent in Computer Science or Engineering with over 9 years of relevant experience.

  • Leadership:

    • 5 years of experience leading projects and contracts comparable in scope, type, and complexity.

    • 3 years of experience in detailed management and oversight of a Contractor or Government team.

    • Experience managing teams of over 15 technical resources.

  • Technical:

    • Experience in system level programming or developing for embedded systems.

    • Development experience in C/C++ and Assembly for x86, PowerPC, MIPS, or ARM.

    • Experience in network programming.

    • Experience reverse engineering using Ghidra, IDA Pro, or Binary Ninja.

    • Familiarity with basic VLAN/VPN/NAT concepts.

    • Familiarity using signal analysis tools such as Wireshark.

    • Scripting experience using Python, Ruby, or JavaScript.

    • Comfortable developing in the Linux operating system.

Preferred Qualifications:

  • Leadership:

    • Experience managing the cost, schedule, and performance of a complex TTO serving as the main point of contact for Technical/Contracting Officer’s Representative(s).

    • Experience leading multiple, simultaneous activities to a successful outcome.

    • Experience working with the guidelines provided by the Federal Acquisition Regulations (FAR).

  • Technical:

    • Experience working in an Agile environment utilizing the Atlassian suite.

    • Experience with Real-Time Operating Systems such as VxWorks, Integrity, eCos or POSIX compliant Operating Systems such as Solaris or BSD.

    • Familiarity with SVN or GIT version control systems along with an understanding of basic Configuration Management principles.

    • Experience with network test equipment such as Spirent/Ixia/Xena.

Security Clearance Requirements:

  • Active/Current TS/SCI with Polygraph

Physical Requirements:

  • Sedentary work that primarily involves sitting/standing/walking/talking and must be able to remain in a stationary position 50%.

  • Moving about to accomplish tasks or moving from one work site to another (at customer site).

  • Communicating with others to exchange information and frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations.

  • Working with computers.
