KBR is seeking a Technical Manager to lead program management and R&D project management for the Defense Threat Reduction Agency at Kirtland Airforce Base. The Technical Manager will also perform tasking under R&D 50% of the time while performing program management and resource management the other 50% of the time. The Technical Manager will report directly to KBR Sr Program Management and perform as the point of contact for the DTRA instrumentation group for R&D projects and support operations for CBRNE testing. Candidate will have a broad knowledge across several engineering disciplines with strength in software development.

This position requires DoD SECRET Security Clearance must either possess this clearance or have the ability to obtain & maintain clearance

Typical duties include:

  • Responsible for direct management of the Operations Management and R&D staff.
  • Organizes project and task workloads and selects individuals most qualified for assignments on specific projects.
  • Acts as primary liaison between Operations, R&D, and other functional groups and resolves any issues regarding program planning.
  • Responsible for the employment, training, motivation and discipline of assigned employees.
  • Establishes and maintains contract budget.
  • Directly manages exempt and nonexempt level employees and operations managers.
  • Engage in and support R&D projects performing necessary work to keep R&D projects on track during heavy testing periods.
  • Oversee all program R&D projects related to Chemical, Biological, Radiological, Nuclear, and high Explosives (CBRNE) instrumentation development and integration into Defense Threat Reduction Agency (DTRA) testing
  • Develop and deliver technical presentations to DTRA with assistance from technical team members

Required Education, Experience, & Skills:

  • Bachelor’s Degree in engineering, computer science or related field
  • 10 years of experience in technical program planning and implementation, contract interpretation budget development and administration of government projects
  • In lieu of formal education 18 + years of experience in technical program planning and implementation, contract interpretation budget development and administration of government projects
  • Ability to acquire and maintain a minimum of Secret DoD clearance
  • Strong presentation development and presentation skills (weekly presentations to customers)
  • Experience on highly technical R&D projects
  • DoD contracting experience
  • Strong communications skills

Preferred Skills and Abilities:

  • Software development or engineering experience tied in with hardware application
  • Extensive knowledge in CBRNE instrumentation technology and methodologies
