Financial Analyst (EDOS-21-1177-W):

The Financial Analyst will work with the Branch Head and multiple government management positions by providing a broad range of business and financial management services. This position requires cross-branch communication and supports multiple programs.

The candidate will facilitate budget development and submittal, assign and track funds to network activities based on the project’s budget, and manage planned labor & non-labor in comparison to actual costs.

The candidate will initiate funding for services and materials, coordinate fiscal year close-out and start-up, and keep up-to-date with changes and revisions in accordance with Division and Department of Defense (DoD) financial management policies and procedures.

The candidate will monitor the status of commitments, obligations, and expenses and ensure budget categories are executed according to plan.

The candidate must have a thorough knowledge of DoD appropriations, direct cite and reimbursable funding constructs, and a strong understanding of the Navy Working Capital Fund (NWCF) and its financial components.

The candidate will develop and present summary reports, conduct trend analysis, and develop budget projections.

The candidate must have strong working knowledge of Navy Enterprise Resource Planning (ERP), Enterprise Data Warehouse (EDW) and Integrated Budget Planning and Executing System (IBPES) and be able to plan and track funding in these systems.

Qualifications and Competencies:
• Extensive Financial Management Skills - specifically the ability to identify anomalies in various financial transactions and reports, research transactions as necessary, and work with technical personnel to resolve.
• Broad knowledge of accounting and financial management information systems, practices, policies, processes and applications.
• Ability to utilize Microsoft Office and standard DoD systems (ERP/EDW/IBPES) to generate financial documentation to support analysis and/or recommendations. Expert proficiency in Excel preferred.
• Ability to multi-task and prioritize workload in a constantly shifting environment.
• Ability to research, evaluate, and analyze data to make sound business recommendations.
• Knowledge of budget development, execution, and forecasting.
• Ability to communicate effectively both orally and in writing to both junior and senior government officials.
• Ability to work individually and with a team.

• Must have access and/or direct-relevant experience with current NSWCDD systems such as ERP and EDW experience and familiarity with similar Government Financial Systems.
• Must have knowledge and experience using IBPES.
• Three (3) or more years combined experience in military logistics, procurement, or program analyst support.
• Bachelor's Degree preferred (Degree can supplement for experience).
• Exceptional organizational and time management skills are a must.
• Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
• Ability to communicate effectively with all levels of employees and outside contacts
• Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIREMENTS: Must be able to maintain security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
