The Sellafield nuclear site is home to one of the most complex portfolios of construction and infrastructure projects in the world, stretching over many decades.

The new approach will support the transformation from nuclear operator into a world leader in environmental remediation.

The partnership is made up of four lots and Sellafield Ltd, as 5th Partner, to help deliver the site's decommissioning programme:

  • Kellogg Brown and Root Ltd (KBR) - integration partner
  • Jacobs - design and engineering partner
  • Morgan Sindall Infrastructure - civils construction management partner
  • Doosan Babcock Ltd - process construction management partner

Sellafield Ltd will work collaboratively with the four lot partners, to deliver major projects in support of the site’s 100-year decommissioning programme.

The Role

PPP is seeking to appoint a Waste Manager to maintain, improve and assure waste arrangements across the PPP portfolio of projects. Key activities for this task will be management and implementation of the PPP waste strategy, and to establish and improve sustainable waste principles through the waste strategy to support the objectives of the PPP sustainability framework.

The role will have a number of SL Suitably Qualified and Experienced Person (SQEP) responsibilities for which training will be provided and will be subject to continual assessment to ensure SQEP status is maintained.

SQEP responsibilities include:

  • Waste advisor: Provision of guidance to PPP projects on waste disposal issues. Co-ordination of project responsibility to manage wastes up to the point where waste is handed over to the Solid Waste Operating Unit, Miscellaneous Beta Gamma Waste Store, or Site Waste Management Contractor for on-site/ off-site disposal, treatment or interim storage.
  • Asbestos co-ordinator: Provision of support to PPP projects to ensure that appropriate management arrangements are in place in proportion to the risk of asbestos in accordance with SL arrangements.
  • Dangerous Goods Despatch Officer (DGDO): Assist projects in the classification of any dangerous goods which could be consigned from their project to allow transport/ disposal.
  • There is an expectation that SQEP status will be achieved within 6 months.

In addition, the role will assist with the development, implementation and monitoring of environmental objectives for the PPP programme and the oversight and direction of the management of Environmental aspects of the programme through the Aligned Delivery Teams (ADT’s), particularly in respects to areas related to the solid waste management system.

The role will report to the PPP Services Environment Manager but will be expected to interface with all disciplines in the PPP project teams and maintain regular liaison with the SL solid waste Operation Unit (OU) to represent PPP and share learning.

Role Specific Qualifications, Experience and Skills

Experience, Skills and Knowledge:

  • Bachelor’s Degree in environmental management, or relevant management discipline; Or,
  • Relevant professional accreditation (IEMA, CIWM, CENV or equivalent).
  • Previous experience in solid waste management is essential.
  • Knowledge of WM3
  • Knowledge of the management of asbestos waste, including Control of Asbestos regulations.
  • Knowledge of transport regulations

• Knowledge of managing solid waste on a nuclear site is an advantage.

  • Experience in creating and undertaking audits.
  • Good IT skills: Microsoft Word, MS Excel, etc.
  • Full driving Licence essential.
  • Core Competencies:
  • Excellent written and verbal communication
  • Resourceful and well organised.
  • Proactive approach, ability to think broadly with independence to identify a balanced Best Available Technique (BAT) solution.
  • Capability to operate spreadsheets and conduct simple data manipulation and trending activities.
  • Collaborative approach.

Core Responsibilities and Duties

As outlined the Waste Manager will have a number of specific SL SQEP responsibilities as follows:

  • Promote the application of the Waste Management Hierarchy.
  • Ensure PPP is compliant with the Waste Management System (WMS) requirements.
  • Provide advice, guidance and mentoring of PPP personnel on waste issues as required.
  • Co-ordinate liaison with Site Waste Management contractor for the disposal of controlled waste (including hazardous waste)
  • Undertake audits on waste routes and processes in accordance with the surveillance schedule.
  • Co-ordinate and undertake Local Clearance Coordinator duties as and when required.
  • Co-ordinate waste metrics information as required.
  • Support Facility Characterisation (FC) in the production of Waste Stream Characterisation Documents (WSCDs).
  • Support the development of solid waste capabilities on the Sellafield Site and as part of PPP
  • Attend waste routing committees as required.
  • Represent PPP at forums and meetings to discuss waste issues e.g Solid Waste Control Working Party.
  • Challenge PPP on their waste practices to ensure they are appropriate and support any improvements.
  • Act promptly on non-compliance issues and carry out/participate in investigations where required.
  • To look for and share best practice and support process improvement initiatives.
  • Establish waste metrics on the application of the Waste Management Hierarchy, monitor and report on performance.
  • Engage in the Plant Modification Process as required.
  • Undertake hazardous waste assessments as required.

In addition to the SQEP Waste Advisor competency, the Waste Manager will also hold the SQEP Dangerous Goods Dispatcher Officer (DGDO) and SQEP Asbestos Coordinator competencies supporting PPP.

Additional responsibilities:

  • Provide guidance and support in implementation of environmental best practice to the projects and SL
  • Review environmental plans and procedures.
  • Review of waste management plans and procedures
  • Monitor performance of projects with respect to the environment.
  • Execution of environmental and waste audits.
  • Collation and reporting of environmental statistics.
