Currently, ManTech is seeking a motivated, career and customer-oriented Multimedia & Video-Based Learning Specialist to join our team in Springfield, Virginia!

The contractor will provide multimedia expertise and support in the development of instructional content, tools, and courses. Deliver a wide range of expertise in the areas of graphics and interface design, multimedia programming, animations design and development, video editing, audio production and recording for the production of education and training materials, documents, and presentations.  

JOB DUTIES INCLUDE, BUT ARE NOT LIMITED TO:

Create multimedia solutions that enhance and support the transfer of learning in support of NGC educational programs. As directed by the government, use a self, assisted, and full-service model for customer requests as described below:

  • Self-Service: Customer requests reservation in the self-service studio to create multimedia learning products. Customer develops, edits, and publishes all components of project, including compliance with American Disabilities Act Section 508 (ADA Section 508) accessibility without assistance from the VBL team.

  • Assisted Service: Customer requests reservation in the self-service studio to create multimedia learning products and receives assistance (planning, software familiarization, publishing, ADA Section 508 accessibility) from the VBL team in the development and publication phase of their project.

  • Full Service: Agency employees submit a Learning Service Request (LSR) that contains detailed requirements for a new learning solution. NGC’s Corporate Requirements team reviews and validates requests, and subsequently approves and assigns to VBL, the customer will be contacted by a team member to setup an in-take meeting to go over project specifics. VBL will provide full-scale services (project planning, production, post-production editing, and publishing) of multimedia learning products, including ADA Section 508 compliance.

Support the operation of video-based and multimedia development spaces (e.g., sound booth, video studio, and video enabled classrooms).

Shall use and manage media streaming applications (e.g., Instilled by PeopleFluent (KZO)) to disseminate all multimedia learning solutions created by customers or the VBL team. Prepare a detailed report of equipment audits and a prioritized list of equipment needs.

Learning solutions developed and distributed by the contractor shall be compliant with the ADA Section 508 prior to publication. Multimedia solutions include professionally developed videos (including 2D/3D animations), screen capture presentations with audio recordings, and gamification using relevant software available on agency systems.

Shall be familiar with learning development tools to complete projects, including Adobe Creative Cloud suite of applications, Camtasia, Adobe Captivate, and Articulate Storyline. Learning solutions shall employ modern audio and video principles for effective use of digital media technology, online content, video/multimedia, and interactive media.

Shall support the development and maintenance of governance documentation that follows and incorporates Agency, Human Development (HD), and NGC standards.

Create technical and user level documentation for internal business processes, user guides for learning technology systems and Video-Based Learning Services, including instructions on how customers may request services.

BASIC QUALIFICATIONS:

  • Active TS/SCI with ability to obtain and maintain a CI Polygraph

  • Five (5) years of experience in accomplishing multimedia products and services by using skills related to photography, audiovisual production (traditional and modern digital production techniques and equipment), visual information, illustration, computer operation, and telecommunication work and a minimum of two years of experience operating audio-visual recorders, sound mixers, microphones, TV cameras and related equipment in a formal academic or professional education and training environment.

  • A Bachelor or Master's degree in Computer Science or Information Systems, or related area from an accredited (i.e., regional, national, or institutional) academic institution.

  • Experience or familiarity with American Disabilities Act Section 508 (ADA Section 508).

PREFERRED QUALIFICATIONS:

  • Agency experience

  • NGC experience

  • GEOINT experience

  • Active TS/SCI with ability to obtain and maintain a CI Polygraph

SCHEDULED WEEKLY HOURS:

  • 40 (Full Time)

PHYSICAL REQUIREMENTS:

  • Must be able to remain in a stationary position 50%.

  • Must be able to communicate, converse, and exchange information with peers and senior personnel.
