SAIC is seeking a Workforce Development Manager to support the Omnibus Multidisciplinary Engineering Support Services (OMES II) contract with a team of 650+ prime and subcontractor personnel. The OMES II contract supports NASA’s Exploration and In-Space Services Projects (NExIS) division, the On-Orbit Servicing Assembly and Manufacturing (OSAM-1) program, the Joint Polar Satellite System (JPSS) program and other programs as required.  This position location is NASA Goddard Space Flight Center (GSFC) in Greenbelt, MD.

  • NExIS develops groundbreaking technologies to service spacecraft and pioneer in-space assembly and manufacturing through an integrated team at GSFC.
  • OSAM-1 is a robotic servicing mission designed to rendezvous with, grasp, refuel and relocate satellites in Low Earth Orbit (LEO). The servicer is equipped with the tools, technologies and techniques needed to extend satellites' lifespans.
  • JPSS is the Nation's new generation polar-orbiting operational environmental satellite system. JPSS delivers key observations for the Nation's essential products and services, including forecasting severe weather in advance, and assessing environmental hazards such as droughts, forest fires, poor air quality and harmful coastal waters.


Reporting to the OMES II Program Manager, the Workforce Development Manager will be primarily engaged in training and mentoring new-hire engineers within the program to ensure they have the proper tools to be successfully support NASA Goddard flight programs, working with contract management and the customer to ensure staff are appropriately placed and performing as needed, and developing and executing staffing plans to prepare for transitions in workforce technical needs as missions move through different phases of development.

Job duties include:

  • Develop and provide training and direction for new and existing engineers regarding Goddard-specific processes to minimize the time necessary for personnel to become fully capable of performing their assigned roles. For example, understanding of drawing standards and release processes, use of configuration management systems, and knowledge of NASA anomaly and problem reporting tools and requirements.
  • Provide mentorship to junior and senior engineers to encourage career development and identify opportunities for individuals to advance within their fields or cross-train to be able to transition to work in related fields.
  • Work with customer and contract management to develop staffing plans to prepare for changes in requirements for engineers in differing technical disciplines as programs move through different phases of development.
  • Track, manage, and report on technical and programmatic milestones and deliverables related to job duties.
  • Meet with customer(s) to assess effectiveness of workforce training and development activities.
  • Other duties as assigned by OMES II or Management.




  • Bachelor’s degree in Engineering or related technical field.
  • 10+ years of experience working in an engineering capacity on missions at NASA Goddard, another NASA center, or NOAA.
  • Ability to describe technical concepts in a way that makes them easily understandable, digestible, and relatable for audiences with varying backgrounds and levels of technical aptitude.
  • Strong communication skills and ability to tactfully and professionally interact with customers, subcontractors, engineers, and management.
  • Experience designing and developing instructional materials in a variety of media.
  • Proficiency in MS Word, PowerPoint, and other course development tools.
  • Must be flexible to deliver training in a variety of formats (e.g. in-person, virtual, on-the-job).
  • Ability to work independently and multi-task.
  • Excellent critical thinking skills.


  • Master’s degree in Engineering or related technical field.
  • Engineering experience on the NASA OSAM-1 (Restore-L) and/or JPSS missions.
  • Experience at the Chief Engineer level, or equivalent, supporting missions for NASA Goddard, other NASA centers, or NOAA.
  • Demonstrated expertise in Goddard-specific engineering processes, standards, and best practices for mission flight and ground support applications.
  • Experience demonstrating the effectiveness of learning solutions through measurement, analysis, and reporting required.
