DESCRIPTION OF JOB TASK AND RESPONSIBILITIES:

�Overall manager for the following annexes: 0304010, 0304030, 0304050, and 0304060.
�The Contractor shall provide an on-site supervisor and alternate(s) for administration and technical supervision of Contractor employees.
�The on-site supervisor shall be the Contractor's primary representative and have the Contractor's full authority to act on matters pertaining to the performance of services under the above annexes.
�The Contractor shall identify an alternate(s) who has the ability to serve in the absence of the on-site supervisor.
�The Contractor shall ensure that the on-site supervisor or alternate(s) are physically located on Diego Garcia executing their responsibilities to ensure continuity of operations.
�The on-site supervisor and alternate(s) shall be capable of implementing sound management principles critical to advising Government personnel. These individuals shall also be capable of interpreting technical data, consider a variety of methods and approaches to performing the work in this specification item, and provide documentation and recommendations that will facilitate future systems installations and modifications to existing systems and equipment.
�The on-site supervisor or alternate(s) shall meet regularly with the SME. Meetings shall be held as often as deemed necessary by either party. During the meetings, a mutual effort shall be made to resolve all problems identified.
�The on-site supervisor and alternate(s) shall have a broad knowledge of telecommunication systems and maintenance functions to be performed under this specification item. At a minimum, the supervisor shall have experience managing an operation similar in scope and complexity. Requisite technical familiarization is necessary to serve as the on-scene authority for:
�Tech Control Facility (TCF) operations
�Satellite communications and associated circuitry
�Electronics maintenance
�Network operations
�Base communications

BASIC JOB QUALIFICATIONS: (Knowledge, Skills, and Abilities (KSAs):

�Must be U.S. Citizens and have Top Secret clearance based on SSBI.
�Must be cardiopulmonary resuscitation (CPR) certified.

EDUCATION:

�A documented degree from an accredited college, junior college, technical school that includes a formal curriculum in computer technology/operations or electronic theory, principles and applications; or successful completion of Navy Class "C" School in electronics courses or equivalent is desired. Documentation must include course content.

EXPERIENCE:

�Seven (7) years specialized experience, which have been classified as manager or supervisor.
�Additionally, six (6) years specialized experience in operating and/or maintaining SHF satellite earth terminal equipment.
�Within the last five (5) years, three (3) years specialized experience in the operation of a Technical Control Facility and/or two (2) years specialized experience associated with the management of Facilities of a similar nature.
�Documentation shall include a description of prior facilities supported.
