SAIC is offering the opportunity for a Senior Network Operations Center (NOC) Manager to support our Department of Homeland Security Operation. The NOC Manager will serve as the SAIC lead responsible for all NOC Operations services and collaboration with other service providers in the developing, operating, and maintaining of critical Network monitoring for the Department of Homeland Security (DHS). This position requires leading and engaging teams of people with a diverse set of skills to maintain and develop comprehensive network and security solutions in IT infrastructure, applications, system architecture, enterprise services and a range of program management activities supporting DHS operations. This role will work collaboratively with a Program Management team, Integration and Infrastructure engineers, Cloud Engineers, Security Engineers, Cyber teams and Network Monitoring Managers. In this role you will need to help with solutions around key business needs and goals, leveraging SAIC’s capability and industry leading technologies. This position requires a broad and keen understanding of technology and IT delivery services for on premise and cloud based equipment and critical applications.
You will manage the performance and activities of network and cybersecurity operations team to maintain 24x7x365 operational availability of critical networks and systems. Serve as the subject matter expert for all NOC activities providing oversight, guidance, training, mentoring, and performance management to team members.

Manage and operate a 24/7/365 NOC for enterprise network monitoring, incident escalation and response
Monitor system health utilizing Government provided tools, on a 24x7x365 basis; Track and monitor performance of deployed system components, provide status reports daily, and notify the Government of any significant degradation of service.
Manage and direct Tier I in maintaining continuous network monitoring and connectivity and all specified service levels for all data, voice, video, and wireless services delivered
Develop and implement processes and procedures to ensure timely troubleshooting and resolution of incidents and outages in concert with the help desk and SOC
Providing situational awareness and reporting on network status, outages, incidents, and trends.
Plan and oversee network installation and maintenance activities; maintain approved network configurations; enforce change control procedures, and support root cause analysis
Coordinate with the network engineering team on network upgrades/ enhancements and escalated incidents
Manage network monitoring tools, alerts, and escalation processes and procedures for multiple classification networks to maximize network performance through ongoing monitoring and troubleshooting
Assist in developing, maintaining, and updating, as necessary, the catalog of standard operating and response procedures and protocols
Monitor and collect network load and performance statistics ensuring total visibility and network health
Manage distribution and installation of firmware and software patches and ensure that updates to all network devices and software are performed to comply with service levels
Support procurement of network equipment and software, including specification, receipt, tracking, storing, staging and final equipment disposition
Manage the team to configure firewalls, routing, and switching to maximize network efficiency and security
Monitor and ensure that network hardware and software inventories are current and accurate
Track/maintain/renew all licenses and maintenance contracts
Plan and implement network security measures and tools, including boundary protection; enforce policies for network and device access, manage access rights and permissions
NOC Managers will support disaster recovery/COOP planning and testing activities as assigned
Manage/ integrate the services of subcontractors and vendors
Interact with the User community and provided communications for any impacts or issues
Manage scheduled and emergency maintenance
Coordinate resources and activities during outages and events through restoration of service
US Citizen Required; Active TS/SCI security clearance
5+ years of leadership experience managing 24x7 NOC teams
Bachelor degree in technical fields with 15+ years of prior relevant experience; IMaster degree preferred Industry certifications will be considered in augmenting years of experience.
Must possess at least one of the following Cybersecurity Certifications: CCNA, CCNP, CCIE, Must possess a IT Infrastructure Library (ITIL) 4 certification and/or willing to achieve the certification
Self-motivated and focused on delivering outcomes; ability to work independently and collaborate with large and small teams
Strong communication skills, written, verbal, and listening with the ability to clearly articulate solutions and rationale for design decisions.
CISSP, CISSP-ISSAP, CISSP-ISSEP, GIAC, SSCP, Security+ (or equivalent
