Description

StarCare Specialty Health System (StarCare) is seeking a full time Outpatient Competency Restoration Case Manager to join its outstanding Forensics Team supporting people with mental illness at the Lubbock County Detention Center. This position is a combination of law enforcement coordination and social work necessary to meet the needs of the individuals admitted to the program for competency restoration through the state judicial system.

Responsibilities:

  • Provide specialized case management services to a diverse population of individuals admitted to the Outpatient Competency Restoration program, including assessing client's needs, conducting psychosocial evaluations, and assessment, development, and implementation of individualized treatment plans.
  • Provide referral and linking to community resources, providing client transportation, monitoring all aspects of care and treatment, including community needs such as housing, employment, and linking to resources in the community.
  • Provide assistance to clients to establish community benefits as needed for client's moving to and/or continuing placement in the community environment.
  • Responsible for daily and extensive contact in a residential and community environment with individuals who are under judicial commitment for the purpose of competency restoration.
  • Conduct groups and individual training and counsel under the supervision of the LPHA/Director in treatment specific curricula within OCR treatment guidelines.
  • Provide linking to therapies such as substance abuse treatment and mental health counseling and treatment services in the community and other needs suitable and within the scope of the client's individualized treatment plan.
  • Coordinate services with designated county judicial systems and community services for clients deemed appropriate for the program.
  • Facilitate and participate in discharge planning and ongoing continuity for placement with families and community agencies for those client's currently living in the community environment.
  • Participate in clinical supervision related to competency restoration treatment methods and practices.
  • Attend treatment and staff meetings and trainings as scheduled.
Essential Duties:
  • Complete all required documentation within established timeframes.
  • Assess client's needs, conduct psychosocial evaluations, and assessment, development and implementation of individualized treatment plans.
  • Participate in cooperative effort in mental health/drug court dockets as needed as a link between judicial, law enforcement, mental health/IDD, and other related entities to coordinate positive outcomes for individuals served in community-based competency restoration.
  • Assist supervisor and other Center staff with special assignments and/or projects.
Schedule:This is a full-time/non-exempt position scheduled Monday - Friday, 8am - 5pm, with flexibility to meet the needs of the department.

Qualifications

Qualifications:
  • Graduation from an accredited four (4) year college or university with major course work in a Human Services field (Human Development/Family Studies, Psychology, Sociology, etc.) with two (2) years full-time experience in a related field.
  • Bilingual (English/Spanish) preferred.
Skills & Abilities:
  • Knowledge and skill in operating standard office equipment (phone, fax, copier, printer, etc.) and personal computer with Microsoft Office products is required.
  • Knowledge of human service delivery systems.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to organize and prioritize a variety of assignments and manage time effectively.
  • Ability to maintain an effective working relationship with individuals receiving services, other employees, and the public.
  • Knowledge of appropriate rules, regulations, and policies and procedures.
  • Knowledge of DSM-V-TR Required.
Additional Requirements:
  • Must pass a pre-hire drug screen and criminal background check.
  • Must be able to attain and maintain Lubbock County Detention Center clearance for training and access purposes.
  • Must have a Texas driver's license and be insurable under the Agency's insurance.
