Overview:

GovCIO is currently hiring for a Technical Analysis Specialist to provide support at Rock Island, IL.

Responsibilities:
  • Support KOs, Contract Specialists during performance of task order competition evaluations, source selection competition evaluations, cost/price analyses, requests for equitable adjustments (REAs), and change orders.
  • Serves as Subject Matter Expert for technical evaluations of service contracts with respect to the types and quantities of resources (labor, equipment, materials, etc.) required to perform an identifiable task.
  • Perform technical evaluation and analysis of proposals submitted in response to RFPs and change proposals on service contract task orders.
  • Evaluate Requests for Equitable Adjustments (REAs), Planning Purpose Estimates (PPEs), and Planning Estimates (PEs) for completeness and relevancy to the scope of work.
  • Review changes in labor, equipment, material, subcontracts, and ODCs for impacts on performance of the task order.
  • Support Contracting Officers/Specialists in negotiations with contractors with regard to changes in labor hours and/or labor categories, equipment utilization, material purchases, or changes to subcontracting.
  • Serves as Subject Matter Expert in analysis, validation and verification of requirements packages for submission to the KO.
  • Serves as Subject Matter Expert and Advisor for the development of technical data packages for all services and associated workload elements.
  • Provides technical evaluation training to various stakeholders in support of service contracts.
  • Create reports, charts, and spreadsheets/files detailing evaluation and findings.
  • Prepare executive level briefs for Government of innovative and unique process improvements discovered during evaluation.
  • Provide instruction and on-the-job training (OJT) to team members in evaluation techniques for reviewing proposals, REAs, PPEs, and PEs.
  • Participate in special projects, should-cost studies, and special cost analysis efforts.
  • Perform an in-depth technical analysis of all aspects of a contractor’s proposal including the basis of estimate methods used.
  • Analyze and make recommendations for standardization of the Performance Work Statement (PWS) and Requirements Configuration Management.
Qualifications:

Required Skills and Experience

  • Bachelor's with 8+ years (or commensurate experience)
  • Clearance Required: Secret
  • Technical knowledge and work primarily requires broad management concepts, theories, principles, and practices, as well as related industrial background (e.g., contingency field operations, services, facilities and equipment, procurement, supply, quality assurance, etc.) in order to avert technical problems.
  • Requires 10 years’ experience with a background in at least 3 of the following areas: Contractor Operation Requirements, Engineering Support Services, Base Operations Support Services, Supply Support Services, Facility Maintenance Support Services, Equipment Maintenance Support Services and Transportation Support Services in support of evaluating the logic, data, methodology and calculations used by the performance contractor used to arrive at their estimates.
  • Conducts meetings with various commands, program offices, contractors, and/or higher headquarters to incorporate the most current data available. Possesses and utilizes technical authority/experience in business and industry practices in relation to complex contingency/strategic/field operations and services, facilities and equipment, and other resources (e.g., labor).
  • A comprehensive understanding of the organization, operations, facilities and processes, as well as the organization’s mission, goals, and strategic plan is required.
  • Must be proficient in Microsoft Word at the intermediate level and Excel at the advanced level.

Posted Pay Range

 

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range: USD $90,107.16 - USD $91,531.44 /Yr.
