POSITION PURPOSE:
The Proposal Manager will be responsible and accountable for leading/managing proposal development and production efforts from cradle to grave. This includes developing proposal management plans, proposal outlines, compliance matrixes, and schedules; facilitating pre-proposal strategy, kickoff, review, and other meetings; coordinating development of cost proposals and ensuring cross-references to technical proposal content; communicating with subcontractors and consultants to ensure the provision of their proposal information on schedule and as directed; conducting interim and final proposal reviews for quality and compliance; and leading response efforts for technical and cost clarifications and Best and Final Offers (BAFOs). Responsible for assembling required resources/skills to develop proposal content and manages the preparation of bids, proposal content, and conformance to response requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Collaborate with project executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal leadership, support, and overall direction in proposal management efforts.
Coordinates proposal process by following standard procedures, including analyzing government solicitations, identify all requirements and criteria for evaluation, prepare and distribute the detailed proposal schedule, outline, compliance matrix, kick-off, storyboards, and color team briefs and de-briefs.
Gathers and researches information to include in proposals, including resumes and contract or task order summaries.
Develop and coordinate graphics; write and edit layout materials.
Reviews, organizes, and edits written documentation to improve clarity.
Immediately respond to RFP amendments and implement required changes to proposal(s).
ADDITIONAL DUTIES AND RESPONSIBILITIES:
Participates in strategic planning that includes evaluating marketing intelligence, identifying customer concerns, and key issues, and developing win strategies.
Assist in maintaining content library and internal knowledge base documentation
MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelor's degree in related field (business, marketing, engineering, etc.), other degrees such as Communication, Journalism, and English are acceptable.
Minimum of seven (7) or more years of experience as a Proposal Manager or Proposal Writer/Editor in Construction, environmental, and/or engineering business lines.
Advanced user in Microsoft Office Suite (Word, Excel, PowerPoint, and Access) and Adobe Creative Suite (In Design, Photoshop and Illustrator a plus).
Skills and Abilities:
Must be a self-starter with the ability to manage multiple priorities/tasks, and possess strong organizational skills.
Must be able to independently manage a challenging workload when faced with unexpected changes in priorities and deadlines.
Understanding of, and experience with the Federal procurement process and regulations (e.g. FAR).
Possess strong time management and prioritization skills
Excellent attention to detail
Strong and effective communication, writing, and computer skills are essential.
Familiar with government proposal development and processes.
Familiar with multiple proposal types such as: competitive, sole source, and follow-on
Ability to lead/manage multiple proposals simultaneously.
Ability to work various scheduled to meet deadlines, this may include nights, weekends, and holidays at times.
Special Requirements:
Must pass pre-employment background check.
Must pass pre-employment drug testing.
Must have a valid driver license.
Ability to pass U.S. Government employment background check and acquire U.S. Government Personal Identity Verification (PIV) credential card.
PREFERRED QUALIFICATIONS:
Nine (9) or more years of experience as a Proposal Manager in federal government contracting and familiarity with industry terms, contracts, deliverables, and processes.
Accreditation through Association of Proposal Management Professionals (APMP).
PHYSICAL DEMANDS:
This position is a sedentary role. While performing the duties of this job, the employee will be sitting for long periods of time, but will also be required to stand, walk, and talk or hear. The employee is often required to use hands or fingers to handle, feel, type and reach with hands and arms. The employee may occasionally lift and/or move up to 15 pounds.
