Job Summary:

The Director of Debt Management and Compliance reports directly to the Chief Financial Officer and will be responsible for debt management and compliance needs of the UMass Building Authority.

Essential Functions:

Assist UMBA's CFO/Treasurer with the following:

Manage bond issuance and financial compliance reports/deliverables, including monitoring and managing University Private Business Use activity, tax compliance, continuing disclosure, and other federal and state compliance requirements.

Recommend and implement improvements to policies and procedures relating to the financial and business practices of the organization.

Maintain bond compliance calendar.

Work with campuses and the University President's Office in the development and execution of the University's Capital Plan.

Manage UMBA capital project financing with bond issuances and other funds (campus, state).

Assist as needed with the issuance and servicing of bonds including analyses of financial ratios, preparation of information for ratings agencies and official statements.

Assist in development of multi-year revenue and financing plans for the operations of the Authority.

Work with Finance Team on debt management and capital budgeting system improvements.

Implement new software - debt management and capital budgeting software improvements.

Work with UMBA's Capital Project Team on developing and managing capital project contracts.

Assist in responding to campus requests for information and participate in meetings with campuses.

Work in conjunction with the Deputy Treasurer on monitoring all cash and fund activity, ensuring proper accounting is maintained, including assist in cash transfers & balance maintenance related to payment processing; wire transfers/ACHs; banking correspondence; banking maintenance, and managing the commercial paper program.

Work in conjunction with Director of Financial Planning and Analysis on development of Authority's operating budget, the annual debt service certificates and development of rates and charges to adequately cover all obligation and preparation of semi-annual campus assessments including the collection and proper disbursement of campus assessments.

Work collaboratively with the Authority's Finance Team and other key members of the organization.

Other Functions:

Support other projects and initiatives of the UMass Building Authority as needed.

Perform other related duties as assigned.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience):

Bachelor's Degree in a related field required.

At least three (3) years of management experience within a public organization (preferably state government) or in an organizational setting of which the major duties included financial oversight and fiscal management.

Detail-oriented; strong organizational, analytical and communication skills.

Strong problem solving and project management skills while having the ability to manage changing/multiple priorities in a highly interactive and confidential environment.

Must be able to interact effectively within a team environment.

Demonstrated success in the role of senior financial leader

Familiarity with the principles and practices of financial and debt management, including financial analysis budgeting, procurement, federal grants, forecasting, and cash management

Knowledge and understanding of accounting principles and practices applied to Generally Accepted Accounting Principles (GAAP), Generally Accepted Government Auditing Standards (GAGAS), Generally Accepted Auditing Standards (GAAS), and related accounting methods promulgated by the Government Accounting Standards Board (GASB) and the American Institute of Certified Public Accountants (AICPA).

Skilled in exercising a high degree of initiative, judgment, discretion and decision making to achieve objectives

Expertise with analytical tools such as Word, Excel, and Powerpoint.

Preferred Qualifications (Knowledge, Skills, Abilities, Education, Experience):

Masters degree in Business Administration, Public Administration or Accounting preferred.

Experience with the Commonwealth's budget planning process, Comptroller regulations and financial systems preferred

Experience in Higher Education or government setting preferred

Leadership ability, especially related to program design and implementation demonstrating financial acumen; confidence and executive presence

Experience translating a strategic vision into an operational model

7+ years of progressively responsible finance/compliance related experience

Working Conditions:

Must be able to travel occasionally to all UMass campuses and the Boston Central Office and Westborough Office.

Typical office environment

May require occasional hours on nights and weekends.

Additional Details:

Salary commensurate with experience up to 115,000.
