Description: Markon is currently seeking a Proposal Manager to lead our proposal operations and efforts. Responsibilities include: Manage or develop proposal strategies that result in a high quality, compliant and compelling proposals that will score high and have the optimal win probability. Lead Markon proposal operations in overseeing (1) process improvement in proposal development (2) content maintenance and (3) proposal resourcing. Manage or lead the development of complex proposals in collaboration with the Capture Manager and a team of experts in diverse areas. Manage or oversee the compliance and the timely submission of proposals by managing and controlling all proposal activities against the proposal schedule and the RFP's requirements. Develop and conduct, structured and organized proposal kick-off meetings that establish the plan to develop the proposal and the responsibilities and expectations of all proposal authors/writers and contributors. Conduct proposal color reviews and/or collaborate with the assigned color review lead or chair in the conduct of color reviews that effectively achieve useful, actionable comments and recommendations from the review teams. Effectively communicate and lead technical experts and proposal staff to achieve the objectives of the proposal effort. Perform leadership role in gaining an understanding of bid price sensitivity, applying an overarching pricing strategy to design-to-cost offering development reflected in an integrated technical, management, and price win strategy. Leading the development of an integrated offering and works with the assigned proposal manager to ensure win strategies and compliant offering are reflected in submitted proposal. Participating in bid decisions, the development of cost strategies and decision milestone reviews. Ability to work across industry to determine teaming strategies and represent the company in a high ethical manner. Job Requirements

Proven record of success managing capture efforts or a proven understanding of the customer’s mission and the associated technical domains. Experience implementing innovative technical and/or service solutions with customers. Ability to work with client delivery leads across multiple customer bases. Demonstrated experience managing and developing complex, voluminous proposals, including all proposal volumes (technical, solution, cost, and others). Demonstrated experience developing and applying proposal management artifacts including but not limited to the following: proposal schedule, outline, compliance matrix, kick-off, storyboards, mockups, color review in-briefs and de-briefs, and others. Demonstrated experience applying the rigor of formal proposal processes in the development of proposals. Capable of selecting and guiding solutions and proposal content (with subject matter expert support) for opportunities with an understanding of bid price sensitivity, applying an overarching pricing strategy to design-to-cost offering development reflected in an integrated technical, management, and price win strategy. Negotiation skills associated with industry engagements to build capture teams and structure teaming agreements with appropriate workshare based on the capture strategy. Developing and executing strategic and tactical plans for the pursuit and successful capture of key opportunities and collection of opportunities. Have a working knowledge of US Government contracting, contract types and procurement processes. Years of experience in Federal Government contracting >= 10 years. Years of experience in Proposal Management and Response >= 5 years. US Citizen or Active Top-Secret clearance with polygraph is a plus.
