Talent Acquisition Manager, Raytheon Saudi Arabia

Raytheon Saudi Arabia (RTN SA), a wholly owned foreign subsidiary of Raytheon Company, searching for a Talent Acquisition (TA) leader. RTN SA is a newly established company that will provide cyber, defense, and civil capabilities/solutions in Saudi Arabia.

As a direct report to the Human Resources Leader, the Talent Acquisition Manager will be focused on building Talent Acquisition capability throughout Saudi Arabia. They will be expected to provide strategic and tactical TA leadership, meeting staffing demands for RTN SA. They will leverage Raytheon TA products, policies, processes and tools, ensuing compliance with local labor regulations, inclusive of local national hiring mandates. They are expected to oversee and directly manage a substantial growth in Talent and capabilities within Saudi Arabia.

This role will consist of engagement with key in country stakeholders to define and meet the forecasted workforce demands while also partnering across the Raytheon organization globally. They will need to maximize the local Talent market via partnerships with locally based Universities, agencies and relevant associations. They will partner with the RTN SA Communications leader on the utilization of social media and branding.

The TA Manager must act both with compliance and innovation in mind in order to further advance the interests and successes of RTN SA.
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.

Responsibilities include, but are not limited to:

  • Lead RTN SA TA function. Drive team success and delivery capabilities, with potential to grow TA department within Saudi Arabia
  • Ensure compliance with local mandated Saudization requirements and provide innovative solutions to exceed these target ratios where possible
  • Coach leaders on their Talent needs and how to identify and find that Talent
  • Partner both within the IDS business as well as enterprise wide to develop and implement TA strategies that are aligned with corporate International strategy. Design, execute and implement on strategy to support business objectives
  • Ensure the organization maintains a robust Talent pipeline that supports the plans that drive business development, performance and growth
  • Meet staffing objectives for the RTN SA business
  • Be detail oriented, with multitasking and project management skills
  • Design and execute an effective on-boarding process for all new hires
  • Provide subject matter expertise in recruitment and sourcing in support of growth plans
  • Ensures programs are in compliance with local, US and Raytheon based regulatory requirements
  • Leads and partners with enterprise in the development and maintenance of repositories of RTN SA TA documents based on local labor laws and regulations
  • Foster collaborative relationships with colleagues and customers to efficiently and effectively meet staffing demands while maintaining compliance
  • Make recommendations concerning vendor selection, employer branding, and marketing required to support RTN SA Talent strategies
  • Ensure that each aspect of the Applicant Tracking System is fully compliant with local and Raytheon requirements
  • Develop successful business partner relationships with business leaders and in-country program offices, participate as an integral part of the program teams, inclusive of program start up
  • Further build, implement, and mature the TA infrastructure to include comprehensive policies, procedures, and practices ensuring that local TA policies and practices are in line with Raytheon governance and local regulations
Required Experience & Skills:
  • BS/BA degree from an accredited university or college
  • 10+ years? experience in Talent Acquisition or HR Management, with progressive knowledge and understanding of International staffing (Expatriates and/or Local and Third Country Nationals), or 6 years with Master?s Degree
  • Native fluency in spoken and written Arabic
  • Extensive knowledge of applicable KSA employment, labor and compliance requirements
  • Ability to work across different locations and business environments in a large, complex international organization
  • Proficiency with an Applicant Tracking Systems
  • Proficient computer skills, especially in Microsoft Word, Excel, and PowerPoint
  • Ability to obtain a local clearance

  • Relationships with universities, staffing agencies and other Talent acquisition related firms
  • Demonstrated skill in establishing and maintaining relationships with local and international stakeholders
