Our Reconnaissance and Targeting Systems team in El Segundo, CA is searching for a Sensor System/Subsystem Chief Engineer (CE) to provide technical leadership and hands-on development, systems integration and test support to the RTS Programs. The Systems Design Center within the System Design & Performance (SD&P) Directorate has systems design responsibility for programs in the following product lines: Naval and Area Mission Defense, Air Warfare Systems, Land Combat Systems, and Air and Missile Defense Systems. The SD&P Directorate is responsible for systems engineering, algorithm development, guidance, navigation and control, and system modeling & simulation for RMS. We work across the product life cycle, executing a broad portfolio of IRAD & CRAD projects, advanced concept developments, and full-scale development programs.
Reconnaissance and Targeting Systems (RTS) of Raytheon Missile Systems based in El Segundo has an immediate opportunity for a ground platform electro-optical and infrared (EO/IR) Sensor System/Subsystem Chief Engineer (CE) to provide technical leadership and hands-on development, systems integration and test support to the RTS Programs. This position is responsible for leading a multi-disciplinary engineering team developing, integrating, testing, qualifying, and producing EO/IR ground sensor products and ground based Primary Sight Systems. The CE is responsible for the technical execution of a program overseeing all technical aspects of the program and is accountable to the Program Manager and their functional manager. He is also responsible for ensuring the assigned team’s technical objectives are achieved on schedule, within budget, and consistent with quality and technical requirements. The CE will also serve as the main technical point of contact with the customer.
Key Responsibilities of the Production Chief Engineer include:
Acting as RMS Engineering’s Technical Lead accountable for technical execution within the RTS Programs:
The CE is accountable for the technical performance, execution and financial management (includes technical budget, cost, schedule and metrics) of the program and all product deliverables
The CE guides and directs other assigned Engineering leads to achieve program and technical success
The CE provides Engineering authority to all decisions impacting product integrity, system performance, and system functionality
The CE organizes all program independent reviews and reviews all engineering inputs to gates and independent reviews as well as participate in program reviews including independent reviews (IRs), gate reviews and program management reviews
The CE supports coordination across program engineering throughout the entire product life cycle and ensures Engineering risks are captured, mitigation plans in place across integrated product teams (IPTs).
The CE coordinates and provides final review of all Engineering inputs for all program execution plans and estimate at completion (EAC’s).
The CE generates BOEs, weekly highlights and technical reports as required, including technical planning to include cost, schedule, and requirements for new activities.
The CE is responsible for the Integrated Engineering bid and the roll up and approval of the Engineering bid by the participating engineering centers.
The CE provides accurate, timely, actuals, forecasts and risk assessments, monitor and quickly respond to business changes and customer needs.
The CE establishes and maintains the program technical baseline, ensuring the product is optimized to meet the contractual needs and can be executed within program budget and schedule throughout the program lifecycle.
The CE ensures export/import policies, low observable - counter low observable (Lo-Clo) / critical program information (CPI), and related efforts are executed appropriately and efficiently.
Required Education, Experience and Skills:
BS in Engineering, Computer Science, Math, or Physics
10 years experience technically managing Primary Sight System and Sub-System Product development activities including Production/Sustainment tasks that includes program to program alignments, primary customer technical interface, design oversight, cost and schedule.
Highly experienced in Ground Primary Sight System product development focused on providing a cost effective technical solutions that are technically aligned with the customer’s cost and schedule needs
Extensive knowledge on Tank Fire Control, vehicle upgrades, EO/IR product upgrades, field test trials, vehicle integration
Demonstrated experience in system product development with engineering prototypes, EMD and EMD to Production transition.
Experience and proven track record in laboratory system and subsystem integration and test, field testing, and qualification of ground based EO/IR systems.
Experience with developing and executing engineering and production test plans, procedures, and equipment.
Demonstrated ability at interfacing with senior-level leaders, external customers, multi-disciplined engineering team members, and technical consultants in a fast paced setting
Skilled in proposal preparation, cost and schedule estimation and technical documentation related to contract deliverable items
Able to work independently; determines & develops approach to solutions
Experience in deploying a rigorous Integrated Product Development Process
Willingness to travel periodically in support of offsite testing or program meetings.
Strong technical writing and oral communication skills, experience interfacing with customer technical and program leadership personnel.
Must be a U.S. Citizen with Active DoD Secret Clearance
MS or Ph.D. in Engineering, Computer Science, Math or Physics
Knowledgeable of Raytheon Export and Import policies, processes and tools; and International Traffic in Arms Regulations and Export Administration Regulations
Experience with accountability; responsibility for prioritizing work tasks and customer requirements across multiple teams.
Ability to exercise team with disciplined engineering processes, risk and opportunity management, scope management, people development and skills management
Knowledge of RMS Engineering products, technologies and Raytheon IPDS and gating process
Past experience as a CE, Engineering manager, or IPT Lead
Experience in cost/schedule development and management (EVMS)
Familiarity with requirements management tool such as Dynamic Object-Oriented Requirements System (DOORS)
Six Sigma Greenbelt equivalent
