The Test Systems Solutions Center (TSSC) is the multi-disciplined organization within the Raytheon Missile Systems (RMS) Engineering Systems Test Directorate that is responsible for the design, build, delivery and maintenance of complex custom automated test environments used to support Raytheon products over their complete lifecycle including engineering development, production, field and depot support.

Job Description:
The Test Systems Solutions Center has a need for an Engineering Department Manager (DM) to lead the Air Warfare Systems (AWS) Surface Attack (SA) Test Systems Department, an organization of approximately 85 engineers. The AWS SA Test Systems Department is responsible for the strategic development of affordable state of the art test environments. The Department Manager will be the point-of-contact for all related test systems solutions for the AWS SA programs such as Griffin®, HARM®, JSOW®, MALD®, Maverick®, Paveway®, StormBreaker™, Tomahawk and others. Also, the Department Manager is the functional interface to the RMS Operations’ Strategic Make Centers where the program’s test environments are deployed. The Department Manager will be responsible for the results and effectiveness of this department across these AWS SA programs.The department is comprised of engineering sections that provide project management, electrical design, software design, mechanical/optical design and test equipment support/administration. The Department Manager’s involvement includes workforce growth, performance development process, proposal support, production test systems development, test systems deployment/prove-in, reliability growth planning and test systems sustaining/support. The Department Manager will collaborate across multiple disciplines and organizations within RMS in order to enable the optimum Test Strategy for the supported programs, including leading the major reviews of the department’s test environments.

Responsibilities include but are not limited to:

  • Engagement with program, engineering and production customers to provide affordable test environments that ensure the highest quality and reliability of their products
  • Assessment and support of proposal/bids and their associated reviews
  • Evaluation of the test systems designs deployed across the product line
  • Work through Section Heads and IPT Leaders to achieve optimum program/functional cost/technical/schedule execution
  • Working with the Directorate/Center Leadership and other Department Managers to set and achieve the strategic vision for the organization
  • Engagement of Subject Matter Experts wherever necessary
  • Resolution of programmatic and functional issues
  • Perform Business Execution Reviews of the projects in work
  • Participate in the definition, collection and analysis of organizational metrics for continuous improvement
  • Provide effective mentoring and guidance to Section Heads and IPT Leads to ensure effective results
  • Ensure a diverse and inclusive culture of respect and trust
  • Provide personnel career growth, performance development, alignment of personnel goals to organizational goals, determining merit increases, promotions, and employee training/mentoring
  • Personnel recruiting, employee retention and manpower management
  • Managing department overhead expenses
  • Execution of RMS and Directorate/Center key initiatives

U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.

Required Skills:
  • U.S. Citizenship is required
  • Technical excellence in electrical, mechanical, systems, software and/or other relevant engineering discipline
  • 12+ years of engineering experience to include leadership roles with strong technical and management background
  • Excellent experience in functional and/or program leadership including Section Head, CAM or major IPT Lead
  • Strong leadership skills and ability to influence others
  • Demonstrated ability to lead cultural and organizational change
  • Understanding of principles and execution of project planning, EVMS, manpower and risk & opportunity management
  • Strong knowledge or direct experience in test systems design/development
  • Strong ability to multi-task and work under pressure
  • Strong execution skills
  • Ability to interact with other design organizations
  • Experience developing proposals/bids including generation of cost/technical BOEs
  • Excellent interpersonal & communication skills (verbal & written)

Required Education (including Major):
B.S. in Aerospace Engineering, Electrical Engineering, Software Engineering, Mechanical Engineering, Systems Engineering, Computer Science, Physics or equivalent. M.S. desirable.
