SAIC is looking to hire a lead engineer with broad technical expertise in spacecraft payload design, program management, proposal evaluation and earned value assessment. The selected candidate will be an integral participant in enhancement payload architecture definition, design, analysis, requirements development, integration, and test. The qualified candidate should be experienced in the design & integration of satellite payloads and knowledgeable of space system development and space vehicle development.
Manage customer requirements, facilitate resource assignments , review the satellite developer's integration, test, and launch profile.
Assess feasibility of new payloads and payload functionality enhancements.
Coordinate with payload subsystem leads, branch chiefs and division chiefs in support of new payload and payload subsystem initiatives.
Assist in identifying, tracking, evaluating and mitigating program technical, financial and schedule risks – participate in the program office and contractor risk management processes.
Analyze performance, cost and schedule metrics – review for accuracy, reasonableness and achievability.
Establish and/or maintain processes to track and report progress on the accomplishment of all contract actions.
Establish and maintain processes to track and report progress on the review and approval of contractor submitted Contract Data Requirements List (CDRL) items.
Provide formal and informal feedback to the Branch Chief on all aspects of program status.
Coordinate customer support for Special Payloads and division-matrixed SETA staff.
Track development issues, significant accomplishments and upcoming events and provide weekly status updates to the customer.
Provide primary support, as required to the CLIN Manager.
Coordinate technical evaluations of contractor Engineering Change Proposals (ECPs), including Basis of Estimate evaluations and recommendations in support of establishing USG cost positions.
Collect, evaluate, edit and organize midterm and end of period award fee inputs from all sources for review and action by the CLIN Manager.
Support requirements development for all CS elements.
Provide support for subsystem and element-level requirement al location, verification and validation planning and design development; identifying deficiencies and inadequacies.
Review complex technical design documentation and provide formal and informal feedback to customer personnel.
Work closely with the Branch Chiefs and prime contractor to help ensure that program objectives are achieved within stringent cost, schedule, and technical performance requirements.
Support trades, design trade studies, and participate in working groups.
Attend contractor milestone reviews (e.g., CDR, pre-test, pre-ship and other meetings)to provide technically and programmatic based recommendations regarding satisfaction of review entrance and exit criteria.
Other duties as specified by the customer.
Required Education and Experience:
Degree in engineering discipline required
Education and experience with spacecraft payload design, manufacture, and test
Basic understanding of DOD/lC satellite systems and architectures
Excellent interpersonal, leadership, team building and problem solving skills with a demonstrated ability to be effective in a government/contractor team environment
Experience in DOD/lC acquisition and program management processes
