Solution Architect (Job Number:419500)


SAIC is seeking a Solution Architect with Agile experience to join the Architecture team in support of the USDA Risk Management Agency (RMA) contract. RMA is responsible for administering the federal crop insurance program. SAIC supports RMA’s strategic plan by delivering solutions that ensure the integrity, availability, and effectiveness of the risk management products and programs.

- Earn the trust of key client stakeholders and SAIC teams by consistently providing objective, well-informed, and practical recommendations in the areas of technology, architecture, design, and operational implementation options that are feasible for execution

- Act as lead on engagements supporting architecture and technology oversight and governance

- Overcome resistance to change by resolving misunderstandings and misconceptions across divergent stakeholder groups while helping to align business and technical requirements

- Create business growth opportunities through contextually aware, solution-focused discussions with customers regarding approaches to leverage existing and maturing technologies to innovate, optimize, and enhance their technical portfolios

- Assist with proposal response efforts by designing solutions that comply with client, functional, and non-functional requirements and expectations. Activities include -

- Coordination of various specialist teams required to deliver complex solutions

- Review of estimates for completeness, efficiency, and contingency coverage

- Mitigate execution risk on complex application and systems development initiatives by providing oversight and guidance at the appropriate level of technical detail

Key Responsibilities:

- Delivery support – Activities include;

- Provide technology leadership for large and complex programs

- Lead engagements on solution approach and definition of application architecture, including review, analysis, and evaluation of architecture approach and implementation

- Define and document solution and application architecture, technology transformation roadmap, and Business-IT alignment roadmap in conjunction with the Enterprise Architecture team

- Rationalize and resolve differences between various domain and technology specialist groups contributing to the realization of end-to-end solutions,

- Identify architecture and technology risks and initiate appropriate remedial action

- Support architecture and design quality assurance and governance

- Business development – participate in proposals (RFP/RFI responses), proposal presentations, and solution brainstorming design sessions

- Staff development – mentor a team of architects, technologists, technical leads, and developers and bolster the recruiting process


- Bachelor’s degree in Computer Science, Information Technology, or Business Administration or relevant experience (4 years)

- Architect background with SQL Server knowledge and good understanding of structured relational database and application design

- Overall 9 years of relevant experience in software / product development, IT services

- 6 years hand-on experience in software application development and integration

- 4 years of experience of architecture, design and development of enterprise-class services and web-based solutions using .NET stack of technologies and products

- Experience leading and mentoring development teams using Agile or iterative development SDLC practices

3 to 5 projects that demonstrate ability to quickly learn and apply new architectural styles and enabling technologies

- Direct and substantive involvement in projects implementing Mobile and Analytics technologies is highly desirable

- Experience architecting, designing and developing solutions that include many of the following technologies:

- Azure and related cloud technologies ,

- C#,, MVC

- Web service development and utilization (WCF and Web API)

- Web technologies (CSS, JavaScript, Ajax, XML, jQuery and Angular)

- SQL Server and high performance database technologies
