The E-2D Spares/Repairs Program Management role is responsible for the profit and loss of a portfolio of contracts on both the E-2D Receivers program and the E-2D TARA/PTS program. The Spares/Repairs program manager will manage contracts from the following customers: Lockheed Martin, Northrop Grumman, Defense Logistics Agency, and Naval Supply Systems Command (NAVSUP). This includes all aspects of the spares/repairs life cycle – proposals, negotiations, baselining, and execution through contract completion. The role requires strong communication and relationship building skills to effectively influence and communicate with internal performers, suppliers, and multiple customers. This role will provide leadership to cross-functional teams and key partners to ensure successful execution of customer requirements to meeting company financials and programmatic objectives, including on-time delivery, EAC, AOP bookings, sales and cash requirements. In addition, this program manager will work on establishing long term goals that meet Raytheon and the customers’ needs such as: Firm Fixed Price (FFP) Repairs, Indefinite Delivery/Indefinite Quantity (IDIQ) Spares contracts, and eventually Performance Based Logistics (PBL).
The E-2D Receivers and E-2D TARA/PTS programs are within the AEWRS Product Line as part of the SAS S3 Mission Area. The E-2D Spares/Repairs leader will secure and allocate various resources such as funding, people, and tools. Additionally, the PM will partner with the Chief Engineer to control changes to the Technical Baseline as well as identify improvements to products or processes to streamline manufacturing and programmatic responsibilities. The PM is expected to employ Program Management Best Practices to all levels of the IPT to ensure optimal execution in all aspects of the program.

Required Skills:

  • Minimum of 8 years of related professional working experience
  • Experience negotiating and managing funding and resources within customer and company requirements
  • Ability to collaborate daily with a cross-functional team in a healthy, robust matrixed environment
  • Must be able to proactively identify and execute opportunities for process and yield improvement, and supportive of business initiatives including Raytheon Six Sigma and Lean manufacturing
  • Proven capability to analyze data, and develop metrics and data visualization and to convey message to team and program leadership
  • Demonstrates initiative, persistence and creativity in problem solving.
  • Must understand configuration management and engineering change processes
  • Control Account Management experience needed
  • Competence with MS Office, specifically MS Project, Excel and Powerpoint
  • SAP experience and/or ERP systems knowledge
  • EVMS Certification
  • DoD Secret Clearance
  • U.S. Citizenship status is required as this position needs an active U.S. Security Clearance as of day one of employment.
  • U.S. Citizenship status is required as this position will require the ability to access US only data systems.

Desired Skills:
  • Excellent oral and written communications skills, team building, change management and team leadership experience and able to work with minimum direct supervision
  • Ability to influence development of project objectives and goals
  • Strong understanding of Defense Manufacturing processes and technologies
  • Program Management Level 6 or higher certification.

Required Education: Bachelor’s degree in Engineering, Science, Mathematics, Business or related field
