Test Engineering Section Manager - HWIC

Test Engineering provides technical expertise to numerous manufacturing and development programs within the Raytheon Integrated Defense Systems (IDS) business. Our work involves electrical hardware for radar, missile, sonar, torpedo and combat systems. An opportunity exists for a technical manager to lead the Hardware Integration Center (HWIC) Test Engineering team responsible for production test at the Andover, MA and Pelham, NH facilities.

Responsibilities include managing production test support for two manufacturing work centers. The Land Vehicles work center produces major end items for the Patriot Missile Defense System including Radars and Command & Control Shelters. The Arrays work center produces state of the art phased array radars and supporting electronic equipment. Work is primarily conducted at the Andover, MA factory and the radar test range in Southern NH.

Section managers are important members of the Test Engineering leadership team. This Front Line Leader role has 2 major responsibilities:

  • Delivering Efficiency, Effectiveness, Capability and Capacity (E2C2) to the business
  • Developing the technical and professional skills of the team
This position requires a close partnership with the Operations management team, other functional managers and program office representatives to ensure business objectives are met. Responsibilities include leading a team of 20 engineers supporting system-level test and troubleshooting. Managing employee task assignments in line with shifting manufacturing priorities. Providing technical direction to teammates as challenges arise. Managing staffing requirements such as hiring and the coordination of temporary labor loans into the section from other engineering organizations. Responding to program requests for subject matter experts to perform occasional domestic and international support of fielded hardware. Championing initiatives to improve cost, schedule and quality metrics related to the production test process. Developing proposal estimates for Non-Recurring Engineering (NRE) tasks and directing NRE projects. Providing Earned Value Management System (EVMS) tracking updates and supporting Estimate At Completion (EAC) updates for NRE budgets.

Human resource responsibilities are equally important. Providing direct reports suitable tasks including stretch assignments to allow for their professional and technical growth. Personnel development activities such as goals setting and annual performance reviews. Ensuring compliance with company policy and security requirements. Developing training plans to enhance the bench strength of the team. Mentoring key individuals to ensure a viable succession plan is in place for future leaders.

This US based Raytheon position requires that an individual obtain a SECRET security clearance. To be eligible for a security clearance you must be a US citizen.

Basic Qualifications:
  • Bachelor of Science degree in Electrical Engineering or Electrical Engineering Technology
  • Minimum of 8+ years or comparable test engineering related experience
  • Familiarity with production test processes and systems
  • Skilled in test yield analysis and fault resolution utilizing root cause / corrective action techniques
  • Cost estimating and proposal experience
  • Ability to travel as required
  • This position requires a SECRET clearance or an Interim SECRET clearance prior to start
